Partido Reporma spox, Cavite execs resign from party

MANILA, Philippines — The spokesman of the Partido Reporma, and around 60 Cavite-based chairmen and officers have resigned from their respective posts and left the party in the wake of the resignation from the party of presidential candidate Senator Panfilo Lacson.


“In view of Senator Panfilo ‘Ping’ Lacson’s resignation as chairman of Partido Reporma, and given the fact that I am totally committed to support him in his candidacy for president, I am also tendering my resignation as the party spokesman effectively immediately,” former Magdalo Rep. Ashley Acedillo said in a statement on Thursday.





“I shall continue, henceforth, to support and campaign for Ping Lacson in his campaign for the Presidency as his official spokesman,” he added.

Asked if he will stay as a member of Partido Reporma despite resigning from his position, Acedillo told INQUIRER.net: “I am leaving the party altogether. This is in support of Ping Lacson’s decision to resign as party chair.”

The chairman of the party’s Cavite Chapter, Atty. Rafael Rodriguez, also tendered his resignation from his post together with local party chairmen and officials. Lacson hails from Cavite, which is considered as his bailiwick.

“It is with regret that I, as chairman of Partido Reporma, Cavite Chapter, together with all the district and municipal/city chairmen hereby tender our resignation from our respective posts in the party,” Rodriguez said in a letter to Partido Reporma president former Speaker Pantaleon Alvarez.

“Our collective stand is in line with the decision of our presidential candidate, Sen Ping Lacson, to resign from the party and push through with his presidential aspiration as an independent candidate,” the letter further read.

This, as Rodriguez expressed their continued support for Lacson’s presidential bid.

“Despite this party separation, we shall, however, remain together in our dream of a better Philippines,” he added.

Like Acedillo, Rodriguez also said “we left the party altogether to support” Lacson.

Rodriguez told INQUIRER.net that “about 60 officers and chairmen” of the Partido Reporma’s Cavite Chapter resigned and left the party.

On Thursday, Lacson said he is leaving Partido Reporma after he was informed by Alvarez that party officials in Davao del Norte have decided to endorse another presidential contender.

“Considering that it is at the behest of these top-tier officials that I was recruited as a member and the party’s standard-bearer and thereafter elected as its chairman, I believe it is only decent and proper — consistent with my time-honored uncompromising principles — to make this decision,” Lacson said in a press conference in General Santos City.

We Can Win This! Lacson Lauds LGUs Offering 24/7 Vaccination for Covid Vaccination Days

Sen. Panfilo "Ping" M. Lacson stressed this as he lauded local government units (LGUs) for going the extra mile to offer Covid vaccination for their residents.


On his Twitter account, Lacson cited the Awuyon Community Municipal Hospital in Baganga, Davao Oriental, which offered 24-hour vaccination from Nov. 29 to Dec. 1.


"Good, good and good. Let’s go Pilipinas! We can win this." he said.


"This is one prime example of the local government units being in the best position to know the needs and priorities of their constituents. Way to go!" he added, noting the Awuyon Community Municipal Hospital's three-day 24-hours vaccination coincides with the National COVID-19 Vaccination Days.


But Lacson - a champion of empowering LGUs to implement key programs and projects for their constituents - also pointed out the vaccination efforts should be sustained beyond the National COVID-19 Vaccination Days.


"Vaccination is our only way out of this pandemic and the ill effects it has had on our health and economy. Our people must get the vaccination jab done while government must get the vaccination job done," he said.

 Ping, Tito meet 15 envoys, pitch greater role for LGUs

The tandem of Senator Panfilo Lacson and Senate President Vicente Sotto III laid down their “governance platform” during a dinner meeting with the country’s 15 ambassadors Wednesday night.

Presidential candidate Lacson, standard bearer of Partido Reporma, said they discussed a wide range of issues with ambassadors from European Union countries, Australia, United Kingdom and South Korea.

They delved on politics and climate change issues, noting the just-concluded COP 26 climate summit in Glasgow, Scotland, he said.

According to Lacson, they also explained to the envoys why they teamed up for the 2022 national elections.

Meanwhile, Lacson and Sotto reiterated their support for local government units (LGUs), vowing to empower them once elected as President and Vice President, respectively, in the 2022 elections.

Also, the Serbisyo sa Bayan Party (SBP) in Quezon City on Thursday endorsed the candidacy of Sotto for vice president in the 2022 elections.

Mayor Joy Belmonte, who will seek a second term in Quezon City under the SBP banner, expressed support for Sotto’s vice presidential bid.

Sotto is the father of Vice Mayor Gian Sotto, who will also seek reelection under SBP.

In their first “Meet the Press” conference with reporters on Thursday, Lacson and Sotto said they told the diplomats that despite 42 years of legislative experience, the execution of the laws they authored left much to be desired.

Due to this, they decided on a team-up to run for president and vice president in the coming May elections.

“The bottom line is before we ran (for 2022), before we made a decision, we told (the ambassadors) that we learned all that we can about our existing problems, especially the heaviest ones caused by the pandemic, and that we have solutions made with the help of experts, and we are ready to give these solutions to the country,” Lacson said.

Earlier, Lacson also spoke before to the American Chamber of Commerce and Industry on Wednesday, and at the FINEX-Federation of Filipino Chinese Chambers of Commerce and Industry forum earlier in the week, where he also presented Partido Reporma’s platform of governance.

Sotto, the president of the Nationalist People’s Coalition (NPC), said their discussion with the diplomats floated around the bills pending in the Senate and House of Representatives, and the laws he and Lacson had passed before. 

“We were given a good platform to explain (to the ambassadors) why we are running for the Executive Department instead of retiring (from politics), why we threw our hats into the fray,” the Senate President said.

He said that members of the diplomatic corps saw that despite their combined 42 years of legislative experience, “there’s much to be desired with the execution of the laws such as the Dangerous Drugs Act, the Universal Health Care Law and the National ID System Act,” Sotto said.

The envoys’ questions were leading to those issues, he said, “which explains why we’re here (campaigning for president and vice president).”

“Who better to execute the laws than the ones who made them?” Sotto said, adding that the Philippines does not have a parliamentary form of government where ministers in the executive department can also serve as lawmakers.

Meanwhile, Lacson and Sotto said governors and mayors could play a greater role in fighting COVID-19, as they first proposed at the outbreak of the coronavirus pandemic.

Lacson agreed with the move to end the curfew for adults in MetroManila and increase the capacity for public transport but noted that LGUs could be even more involved, as he reminded the national government to keep up its containment strategy against the coronavirus disease.

“Tama naman yung move, pero yung malawakang involvement ng LGUs matagal na naming tinutulak, at ang containment strategy hindi dapat mawala sa gobyerno at sa mga Pilipino, in particular the LGUs,” the senator said.

He said it was still important to trace, test and treat COVID-19 infections while ramping up the vaccination drive, especially with over 34 million doses of COVID-19 vaccines arriving recently.

“Magandang pagkakataon ito para mabuksan ulit ang economy natin,” Lacson said, recalling that the National Economic and Development Authority projected estimated losses of Php41 trillion to the economy owing to the prolonged lockdowns to contain the spread of COVID-19.

Lacson said the LGUs could roll out vaccines faster especially since most local chief executives feared the jabs would expire within 1 to 3 months.

“Important ang mabilis na rollout, kundi masasayang sila,” he said, noting the recent fire at a hospital in Pagadian City that burned over 140,000 vaccine doses.

As for the slow rollout of vaccines by LGUs, which reportedly irked President Rodrigo Duterte, Sotto said the Department of Interior and Local Government (DILG) should be careful in implementing the Chief Executive’s orders to sanction governors and mayors for lagging inoculations in their areas.

“On the DILG order, baka sinabi lang, pero kung may circular, all (the department) has to do is to be cautious in implementing it, local officials are under them after all,” said Sotto, who once was vice mayor of Quezon City.

“Kabisado natin ang Pinoy, iba ang nakasulat sa papel,” the Senate President added.

Padilla, an opthalmologist who led the medical team of Presidential Adviser Joey Concepcion’s Project ARK (Antibody Rapid Test Kit), agreed with Lacson, and said that according to Vaccine Czar Secretary Carlito Galvez, around 49 million vaccine doses are already with the LGUs.

“But the national government is frustrated na maraming nakatenga sa bodega na vaccine. LGUs were given a deadline of 3 days to use them, pero ang problema din ay logistics,” she said.

“Even the PMA (Philippine Medical Association) has offered to help in logistics so we could bring it to patients with vaccine hesitancy.

Marami pa ring naniniwala sa maling akala, pero the vaccine is our only way out of this (pandemic), and to go back to a better normal,” Padilla said. With Rio N. Araja

On the President's Call to the Senate Not to Investigate Ongoing Programs

The Senate is composed of 24 republics. We ourselves cannot impose on each other. While we always respect the decision of the majority, we also make sure that we follow our individual convictions and beliefs, based on conscience.

I cannot see how anybody, even if he is the President of our country, can influence us especially on an issue involving public funds - and most especially in the middle of a pandemic. At least that is as far as I see it in my almost 18 years as a Senator of the Republic.

On the Overpricing of PPEs Amid a Pandemic

Price matters. This applies to all items procured by the government, using the money of Filipino taxpayers, regardless of administration.

But price matters even more at this time, especially if there is gross overpricing of medical supplies involving billions of pesos in public funds while millions of Filipinos are losing their jobs due to the pandemic.

If we cannot see what is wrong with that - or worse, try to divert public attention from the issue - then certainly we are a ruined nation.

Life story of “71” Senator Panfilo Morena Lacson

Si Senator Panfilo Lacson ay ipinanganak noong Hunyo 1, 1948 sa Imus, Cavite. Siya ay nagtapos ng elementarya sa Mababang Paaralan ng Bayang Luma at sekondarya sa Imus Institute.

Kumuha muna siya ng AB Philosophy sa Lyceum bago pumasok sa Philippine Military Academy (PMA) noong 1967.

 

“Ang aking mga magulang ay nakatira pa rin sa Cavite at madalas naming binibisita,” ani Lacson. Mahirap man ay pinagsumikapan ng kanilang mga magulang na mapag-aral ang walong anak. Malimit din itagubilin ng mga magulang ni Lacson sa kanila na ang edukasyon ang tanging yaman, at walang sino man ang makababawi sa kanila.

 

Sila ay itinaguyod ng kanilang mga magulang mula sa kita sa pamamasada ng jeepney ng ama at pagtitinda ng kanilang ina. Ang determinasyon ng kanilang mga magulang na mabigyan sila ng magandang kinabukasan ang nagbigay inspirasyon kay Lacson na pagsumikapang mapagtagumpayan ang kanyang mga Pangarap.

 

Dinala ni Ping ang pangalan ng kanyang pamilya na may dignidad at lumaki siyang puno ng prinsipyo. Dala niya ang katangiang ito hanggang sa pagpasok niya sa PMA. Lalo niyang ipinagyabong ang kanyang mga prinsipyo sa Philippine Constabulary mula nang siya ay pumaloob makaraang magtapos sa PMA (CLASS 1971).

Noong kabataan ni Lacson sa Imus, tinalo niya ang isang kilalang tigasin sa kanilang lugar kahit na mas malaki sa kanya. Ginawa niya ito upang matigil ang paghahari at panggugulo ng siga.

Ang kanyang pagnanais na itama ang mali ang naging daan upang tanggalin ang mga kotongerong pulis dahil nakita niyang mali ang ginagawa nilang pagpapahirap sa maliliit na mamamayan.

 

“Nang ako ay naging pinuno ng PNP noong 1999, hinangad kong ibalik ang nawawalang paggalang sa mga pulis. Noong bata pa ako, ang pulis sa aming baryo sa Cavite ay iginagalang kagaya ng principal ng isang paaralan.

“Ngunit sa paglipas ng panahon, nawala ang respetong ito. Nasasaksihan natin ang mga tao at motorista na umiiba ng ruta kapag nakakikita ng pulis sa dulo ng kalye, dahil alam nilang kokotongonan sila. Kung makakita ka ng pulis sa isang madilim na eskinita, tutuloy ka pa ba? Normal na reaksiyon na ‘yun, iiwas ka na lang dahil baka makotongan ka pa.”

 

Bilang hepe ng PNP, ibinalik ni Lacson ang dating imahe at integridad ng pagiging pulis mula sa pagiging malakas at matipunong katawan hanggang sa pagiging determinadong tagapagpatupad ng batas kahit na suhulan pa nang milyon.

Sa 14 na buwan na panunungkulan, nagkaroon ng makabuluhang pagbabago sa pulisya na naging daan upang gumanda ang imahe sa publiko at makakuha ng 69% na pagsang-ayon (approval rating) mula sa mga mamamayan.

Ngunit hindi lahat ng repormang kanyang ipinatupad ay naging popular sa kanyang mga kapwa pulis.

Upang maging mas epektibo ang paglaban sa kriminalidad, ginawa niyang 15% ang dating 65% na pondo para sa matataas na opisyal at ‘desk jockeys’ at ibinahagi ang malaking porsiyento sa mga nagpapatrolyang pulis.

 

Upang mabawasan ang katiwalian, ipinatupad niya ang pagpapahayag ng budget ng PNP sa internet, kasama na ang hotline na numero at e-mail address upang maisumbong ang mga tiwaling opisyal sa punong himpilan ng PNP.

Ang hakbang na ito ay nagresolba sa pagpataw ng parusang administratibo sa 2,000 opisyal ng pulisya dahil sa paglabag sa pagtitiwala ng mamamayan.

Mula 1971 hanggang 1986 ay ginugol niya ang kanyang panahon bilang opisyal sa pangangalap ng impormasyon sa Metrocom Intelligence and Security Group, na nabuwag matapos mapatalsik ang dating Pangulong Marcos noong 1986 EDSA People Power Revolution.

Pagkatapos nito ay naging kasapi siya ng Philippine Constabulary Integrated National Police Anti-Carnapping Task Force at mula 1988-1989 ay naging Provincial Commander siya ng Isabela. Noong 1989 siya ay itinalaga na commander ng Cebu Metrodiscom hanggang 1992.

Itinalaga siya ng noo’y Bise Presidente Joseph Estrada bilang pinuno ng Presidential Anti Crime Commission-Task Force Habagat na itinuturing na pinakamabigat niyang tungkulin bago siya naging hepe ng PNP.

Itinalaga siyang hepe ng PAOCTF noong 1998. Nahirang siyang hepe ng PNP noong Nobyembre 1999 sa edad na 51 anyos, ang pinakabatang naging pinuno nito.

Mula pagpuntirya sa mga kotongerong pulis noong kanyang kapanahunan bilang hepe ng PNP, itinutok niya ang kanyang atensiyon sa ibang malalaking negosyante na walang awang nagpapahirap sa mga mamamayan; ang mga gahamang Independent Power Producers (IPPs) na nagpapataw at sumisingil ng maanomalyang Purchase Power Adjustment (PPA).

Hayagang binatikos ni Lacson ang mga korporasyon na nagkamal ng malaking salapi sa publiko. Sa ngayon, ang mamamayan ay mayroon nang kakampi na pwede nilang pagkatiwalaan na lalaban hanggang sa mapagtagumpayan.

Kahit na noong siya ang hepe ng PNP ay ‘di naatim ni Lacson na gumamit ng kapangyarihan para sa kanyang pansariling kapakanan.

“Hindi ko naramdaman ang kapangyarihan,” ani Lacson.

“Ang kanyang tsuper, pag merong naka-encounter sa kalsada, lagi kong sinasabihan na, ‘o wag mo nang patulan, wala tayong panalo diyan,” mabugbog mo ‘yan o baka mabaril mo problema pa natin. Pagpasensiyahan mo na lang. Mainitin kasi ulo ng driver ko,” pabirong sabi niya.

Kailanman ay hindi pinagsabi ni Lacson ang kanyang mga nagawa.

Sabi nga niya, kung uulitin muli ang kanyang buhay ay muli niyang gagawin lahat iyon.

“Walang pagsisisi kahit na tumanggi tayo sa pera mula sa jueteng,”aniya

“Kapag isa kang Regional Director, tatanggap ka ng P3 milyon kada buwan. Kapag chief ng PNP, sigurado naman ang P5 milyon, puwera pa ‘yung ibang extra. Pero ano naman ang mukha mong ihaharap sa tao? Maganda ang auto mo, maganda ang damit mo, pero alam nilang galing ang pera sa katarantaduhan, maipagmamalaki mo ba iyon?”

Ginamit ni Lacson ang kanyang magandang track record bilang pinuno ng PNP nang siya ay kumandidato sa pagka-senador. Kahit na kabi-kabila ang paninira at batikos sa kanya ng mga kalaban ay hindi naging sagabal upang ihalal siya ng mga mamamayan hanggang sa kasalukuyan.

Mabilis siyang natuto bilang mambabatas at siguradong ipagpapatuloy ni Senator Panfilo Morena Lacson ang malawakang pakikibaka ng mamamayan nang buong puso, lalo na ngayon na ang Pangulong Digong Duterte na ang Pangulo ng Filipinas.
