Senator Lacson’s BRAVE Bill Vs. Pork Barrel
The pork barrel is the main source of corruption in our government. In this connection, Senator Ping Lacson has already filed the BRAVE Bill, or Senate Bill 23, on July 2, 2019 ready to be presented to Congress when he is elected President. Since the pork barrel was already declared unconstitutional by the Supreme Court in 2013, it would be easy for future President Panfilo Lacson to have the BRAVE Bill approved by the House of Representatives and the Senate. He has the moral ascendancy to cut and totally eliminate the pork barrel of congressmen and senators because he is the only legislator who refused to have a pork barrel.
BRAVE stands for Budget Reform Advocacy for Village Empowerment. This will be the development fund of local government units. Simply stated, it is abolishing the annual pork barrel of legislators and giving it to the following:
Provinces - P500 million to P1 billion
Cities - up to P200 million
Municipalities - P50 to P100 million
Barangays - P3 to P5 million
From 328 legislators (24 senators and 304 congressmen), the pork barrel will be given to 43,923 local government units composed of 81 provinces, 144 cities, 1,490 municipalities, and 42,208 barangays.
With over 400,000 legislative members nationwide of the Sangguniang Panlalawigan, Sangguniang Panlungsod, Sangguniang Pambayan, and Sangguniang Pambarangay scrutinizing every line item in the budget, corruption will be minimized, if not totally eradicated.
“The one who really holds the ‘power of the purse’ is the President, while Congress only holds the ‘coin purse,’ according to former national treasurer Leonor Briones.” (Philippine Star, August 16, 2014)
To eradicate corruption in government and put an end to the 56.5 years of kleptocracy in our country, we need to elect in May 2022 a tested and trusted person, Senator Panfilo Lacson, as our President.
