Lacson, Sotto say government men should lose ‘entitlement’ on the road
“Minsan nag-drive ako, napasarap ako mag-drive, medyo na-ano ko ‘yung speed limit. Sa ano ‘to, sa Skyway… So, hinuli ako, pinara ako. Alam mo ang sabi sa akin? ‘Pangalawa na po kayong nahuli namin dito. Ang una po si Senate President Sotto,’” Lacson, who is running for president in 2022, disclosed during his weekly media forum with Sotto, who is his running mate.
(One time I was driving, I was enjoying my drive, and I went over the speed limit. This was on the Skyway. So I was caught, I was hailed. You know what they said to me? ‘You’re the second person we’ve apprehended here. The first was Senate President Sotto.)
Lacson said they accepted the tickets and paid their fines because nobody should be above the law.
“Dapat ganoon ang attitude, hindi ‘yung mali ka na, nagmamagaling ka pa, magpapakilala ka pa, tapos sasabihin mo ‘hindi mo ako pwedeng hulihin… Over time nawalan na tayo ng disiplina, kasi nga ‘yung feeling of entitlement, ano. Whether you’re a public official or not, dapat sumunod tayo,” he added.
(Our attitude should be like that, not when you’re already wrong but you’re insisting you’re right, and introduce yourself (as an important person) then say ‘You can’t catch me.’ Over time, we’ve lost that discipline because of our feeling of entitlement. Whether you’re a public official or not, we should follow the law.)
Sotto, for his part, said authorities should not be afraid of enforcing the law regardless of the offender’s status.
Sotto, who usually drives his own car every day to work, recalled an incident when he was driven by his wife’s driver, who then made an illegal turn in Greenhills, San Juan despite the senator’s warnings.
When traffic officers stopped them, Sotto told them to confiscate the license of his driver.
“Hinuli kami…. ‘Nung nakita ako ng pulis, sabi sa akin ng pulis: ‘Ay, sir, so sorry…’ Anong sorry? Hulihin mo, kunin mo itong lisensya nitong gagong ‘to, sinabi ko na e… Sinabi kong bawal e. Sabi ko, bakit hindi mo hulihin? Sabi ko, hindi naman ako ang nag-dri-drive — siya. Sabi ko, hulihin mo. Kinuha ‘yung lisensya,” Sotto said.
(We were stopped… When the police saw me, he said ‘Sorry, Sir.’ I asked him why he was sorry. I told him to get the license since he’s the one driving and not me.)
“Huwag kayong matakot. Itong mga pulis natin saka mga traffic management bureau, huwag kayong matakot, nasa lugar kayo e,”the Senate president added.
(Don’t be afraid. Our police and our traffic management bureau should not be scared when you’re just enforcing the law.)
Under Article 11 of the Constitution, senators are immune from traffic violations performed in the course of their duties.
Lacson and Sotto recalled their previous experiences when asked about recent reports that some politicians and government executives are supposedly using dedicated bus lanes along EDSA and employing “wang wang” (siren) police escorts to clear traffic for them to rush to their destinations.
“Unang-una, ‘yung abuso dapat iwasan e, kasi ‘yung entitlement… Alam mo, ‘yung feeling of entitlement dapat ‘yon wala e,” Lacson went on.
(First off, abuses should be avoided, because the entitlement… you know, that feeling of entitlement should not be there.)
“Pare-pareho, mapa-government vehicle ka o kaya nagmamadali ka, dapat ‘pag sinabing bus lane, bus lane; o kaya mga ambulance lane, ‘yun lang. Huwag na tayo makihalo doon kasi makakagulo tayo,” he added.
(We should all be the same, whether you’re on a government vehicle or just in a hurry. If it says ‘bus lane’, (it’s only for a) bus lane; or if it’s an ambulance lane, the same. Let’s not get mixed into areas where we will cause congestion.)

Lacson to Help Filipino Seafarers, Modernize Shipping Fleets to Keep Up with International Counterparts
December 3, 2021 - We have so many talented seafarers, but it's ironic that our ships are aging.
On this note, Sen. Panfilo "Ping" M. Lacson said he would offer assistance to Filipino seafarers and the local shipping industry in making sure their vessels are seaworthy and not outdated.
Lacson, who is running for President under Partido Reporma, also said he will streamline the functions of agencies involved in maritime affairs to further help the industry.
"I think it's ironic... While we enjoy the headway in terms of seafaring, ang ating facilities like ships, may edad na (our facilities like ships are aging). I think we should work along the line of offering some financial package or assistance to our shipping industry," Lacson said at a virtual forum with representatives of the shipping industry Thursday.
He said this will make sure the country does not waste the talents of Filipino seafarers, who are regarded as among the best in the world and hold mostly technical and managerial posts.
Lacson noted that while the average age of ships in our neighbors in the Association of Southeast Asian Nations (Asean) is eight years old, the average age of those in the Philippines is a whopping 25 years old.
Meanwhile, Lacson said proposals to create new departments such as those on maritime affairs will need at least further study.
Senate President Vicente "Tito" Sotto III, Lacson's running mate and running for Vice President under the Nationalist People's Coalition, stressed the need to right-size the bureaucracy instead of potentially bloating it.
"I think we should think of streamlining the functions of different agencies," Lacson said.

Ito ang binigyang-diin ni Partido Reporma presidential bet Panfilo `Ping’ Lacson at vice presidential bet Vicente `Tito’ Sotto III bilang reaksiyon sa mga ulat na ilang politiko at opisyal ng gobyerno ang gumagamit ng mga bus lane sa kahabaan ng EDSA at maingay pa sa wangwang ang kanilang mga police escort kapag naiipit sa trapik.
“Unang-una, `yong abuso dapat iwasan e, kasi ‘yong entitlement… Alam mo, ‘yong feeling of entitlement dapat ‘yon wala e,” sabi ni Lacson sa lingguhang `Meet the Press’ via Zoom ng Partido Reporma.
“Pare-pareho, mapa-government vehicle ka o kaya nagmamadali ka, dapat ‘pag sinabing bus lane, bus lane; o kaya mga ambulance lane, ‘yon lang. Huwag na tayo makihalo doon kasi makakagulo tayo,” saad pa ng beteranong senador.
Ipinahayag naman ni Sotto na kailanman ay hindi siya dumadaan sa bus lane dahil alam niyang bawal ito kaya dapat lang aniya na arestuhin ng mga traffic police ang mga pasaway na politiko o opisyal ng gobyerno.
“Never ako dumaan sa bus lane dahil nga alam kong bawal. So, itong mga driver ng mga sikat, `yong mga politiko or mga Cabinet official na dumadaan doon, hulihin ninyo. Dapat `yong PNP o `yong mga Traffic Management Bureau, hulihin n`yo,” ayon kay Sotto na nagmamaneho ng sarili niyang sasakyan.
Kaugnay sa isyu ng wang-wang, sinabi ni Lacson na gumamit lamang siya ng mga escort noong pinamumunuan pa niya ang Philippine National Police (PNP) kapag ipinatatawag sa Malacanang mula sa kanyang opisina sa Camp Crame sa Quezon City.
Bawal din aniya sa kanyang mga regional commander at iba pang tauhan na mag-wangwang kapag bumibiyahe siya sa mga probinsya.
“So, ako, I always put myself in the shoes of the other guy — ‘yong nawawalis, nawa-wang-wang-an. E kung pare-pareho lang nagmamadali, ang solusyon diyan is maaga kang magplano, maaga kang umalis para hindi ka ma-le-late. ‘Yung iba kasi dahil alam nilang nakakapag-wang-wang ay sinasagad ‘yung oras, ano,” sabi ni Lacson.

'Very Good'! Lacson Welcomes Google Ban on Political Ads
December 2, 2021 - Sen. Panfilo "Ping" M. Lacson welcomed on Thursday the plan by Google to ban political advertising on its platform during the run-up to the May 2022 elections.
Lacson, who is running for President under Partido Reporma, said this move will help prevent online trolls from misleading the public.
"Very good. Ang trolls nag-a-abound (Trolls abound online)," he said at the weekly LACSON-SOTTO media forum, when asked about the internet giant's plan to ban political advertising on its platform from Feb. 8 to May 9, 2022.
He said it is about time social media companies take more action towards responsibility, particularly against trolls who spread fake news against candidates.
Lacson and running mate Senate President Vicente "Tito" Sotto III, who is running for Vice President under the Nationalist People's Coalition, noted that in Australia, there is proposed legislation to unmask online trolls by holding social media giants like Facebook and Twitter responsible for identifying them.
In the meantime, Lacson and Sotto said they will continue with their brand of campaigning that seeks to uplift the level of discourse.
Lacson said they will stick to issues and not personalities as far as their campaigning is concerned, and not go down to the level of gutter politics.
He also debunked claims that they are "playing safe" by not attacking political rivals, saying he and Sotto would continue to call out those involved in wrongdoing, so long as there is sufficient basis.
"We stick to issues. We have never 'played safe' in our public service career. We always take the risk no matter who gets hurt. Sa budget scrutiny pag nakita ko ay abuso sa insertions and all ganoon pa rin (We stick to issues, we have never played safe in our public service career. We take the risk no matter who gets hurt. In the scrutiny of the budget, if I see abuses in insertions, I still call out those responsible)," he added.

Made in the Philippines! Lacson to Fight for Local Shipping Industry
December 2, 2021 - As part of his "Made in the Philippines" campaign, Sen. Panfilo "Ping" M. Lacson will put a premium on granting incentives to the Philippine shipping industry for prioritizing local production and labor, should he win the May 2022 elections.
Lacson, who is running for President under Partido Reporma, also assured the public he opposes opening the shipping industry to 100-percent foreign ownership, due to concerns on national security and food security problems.
"Let’s incentivize and motivate the local shipping industry. It’s part of our platform of government," Lacson said in a virtual Kapihan with representatives of the shipping industry.
"We want to revive the 'Filipino First' policy not only in the shipping industry but in the food industry as well. We tend to be less dependent on importation and patronize more local products and services," he added.
He noted that if the shipping industry opens up to 100 percent ownership instead of the 60-40 local-foreign sharing allowed in the Constitution, "it will kill" our local shipping industry.
Besides, he said there is jurisprudence as the Supreme Court, in a 2003 ruling, defines public utility as one that regularly supplies the public with crucial services.
Lacson said this is the position he is taking on the Public Services Act being tackled by the Senate.
"I am taking the position that we should not open up our transport service to 100% ownership. That’s clearly a public utility regularly supplying the public with services," he said.
For his part, Senate President Vicente "Tito" Sotto III - who is running for Vice President under the Nationalist People's Coalition - said shipping is still considered a public utility, and is not in the list of industries or sectors being liberalized.
On the other hand, Lacson said that if the Philippines opens up its shipping sector to full foreign ownership, "imagine how many ships can be sent to the West Philippine Sea not only within our exclusive economic zone but in the 12-nautical mile limit."
"Where will our fishermen go? As it is now, it is a national security and food security problem. I hope majority of our colleagues will be convinced to support our position along with the position of Sen. Ralph Recto," he said.
"We will fight for it," he added.
