 Lacson Disproves 'Intimidation' Claim of Pharmally's Mago

November 27, 2021 - If former Pharmally Pharmaceuticals Corp. admin officer Krizle Mago was indeed pressured during her appearance before the Senate Blue Ribbon Committee last Sept. 24 as she claims, she was pressured to tell the truth, and not to lie.


Sen. Panfilo "Ping" M. Lacson thus disproved Friday Mago's claim that she was "intimidated" into implicating Pharmally officials in instructing a warehouseman to tamper with "expired" labels on face shields.


"Na-pressure siyang magsabi ng totoo. Hindi siya na-pressure mag-lie if at all totoong na-pressure siya. She was very calm and sabi ninyo kanina, unaided lahat (If she was pressured at all, she was pressured to tell the truth and not to lie. She was very calm and her testimony was unaided)," Lacson said after questioning Mago at the Senate Blue Ribbon Committee hearing on irregularities in the procurement of medical supplies to deal with the pandemic.


He was referring to Mago's claim when she went to the House of Representatives that she was "intimidated" during hearings at the Senate.


Lacson pointed out he even gave Mago enough time to respond without pressure.


"I did not even mention the name of Mohit Dargani. In fact I had no idea who gave her instructions to replace the stickers," Lacson noted.


At Friday's hearing, Lacson had a video clip played showing Mago testifying before Lacson that she acted on instructions of higher management to instruct a warehouseman to tamper with "expired" labels on face shields.


During the Sept. 24 hearing, Mago said she particularly acted on the instructions of Mohit Dargani. Dargani and his sister Twinkle were arrested while trying to take a flight abroad earlier this month.


"You could have mentioned Linconn Ong because he is part of the Pharmally management. You could also have mentioned Twinkle Dargani, and all other people and management of Pharmally. But you specifically mentioned Mohit Dargani," Lacson told Mago.


On the other hand, Blue Ribbon Committee chairman Richard Gordon told Mago that she perjured herself, while Senate minority leader Franklin Drilon pointed out that she volunteered Dargani's name.

November 27, 2021 - We can win this!


Sen. Panfilo "Ping" M. Lacson stressed this as he lauded local government units (LGUs) for going the extra mile to offer Covid vaccination for their residents.


On his Twitter account, Lacson cited the Awuyon Community Municipal Hospital in Baganga, Davao Oriental, which offered 24-hour vaccination from Nov. 29 to Dec. 1.


"Good, good and good. Let’s go Pilipinas! We can win this." he said.


"This is one prime example of the local government units being in the best position to know the needs and priorities of their constituents. Way to go!" he added, noting the Awuyon Community Municipal Hospital's three-day 24-hours vaccination coincides with the National COVID-19 Vaccination Days.


But Lacson - a champion of empowering LGUs to implement key programs and projects for their constituents - also pointed out the vaccination efforts should be sustained beyond the National COVID-19 Vaccination Days.


"Vaccination is our only way out of this pandemic and the ill effects it has had on our health and economy. Our people must get the vaccination jab done while government must get the vaccination job done," he said.

A firm conviction on the issue of West Philippine Sea highlights one of Senator Lacson's first foreign policy on China. I can see this as becoming one of the sticky issues of our bilateral relations. While we will continue to maintain trade relations that is mutually beneficial, territorial and sovereignty issues will continue to give challenges especially if the Chinese continue to stubbornly disregard the arbitral ruling that we won in 2016.

If anyone still harbored doubts on what is at stake next year, let this week’s spectacle erase all of it.


An Arroyo, a Duterte and a Marcos have forged an alliance. Three names whose clout and resources are matched only by their implacable ability to bring them to bear. If this alliance holds, the past becomes our collective future. And we need only revisit how these names earned their places in Philippine history to see what that means. Or perhaps not. Because if this alliance holds, then the next 6 years will be a daily reminder of those times.


The coming storm will spare no one. Some find confidence by placing bets on everyone, as they've always done. They forget one thing. A son brought up believing in his "divine right" looks at the empires around him, and sees stolen kingdoms. "Those are ours". Beware a prince denied his birthright. And be sure to understand what he means when he says he seeks to Reclaim his father’s legacy.


An Arroyo, a Duterte and a Marcos have united. And against this Trinity, how petty our internecine disagreements are. The last time two of these names held dominion, it took almost all that each generation could muster to stand against them. With the three together, it will take much more. We can no longer afford to be distracted by decades-old ideological quarrels or turf wars. If we say “every vote counts”, then let us act accordingly. 


An Arroyo, a Duterte and a Marcos are poised to sweep everything aside. What reason is there to even hope to succeed? We have not one but, three. Three truths upon which constitutions were built. Because since the time of kings, the nature of man has always been the same: Ambition checks Ambition; Pride never shares; And Power falls upon itself.


An Arroyo, a Duterte and a Marcos combined is unstoppable. So, why even resist? Because what else is there? This triune is our failure to deliver on the promises of EDSA given form. It is what decades of waltzing with political dynasties and the oligarchy finally amounts to. We can cower or run away as we have done. Or, we can look into the abyss we invited and halt its advance. If not for ourselves then, for those who will come after. Because our failures should be ours to bear and, our past need not be their future.


Six arduous months lie before us. With odds insurmountable by anything less than the broadest coalition. Our advantage is Clarity. Clarity on What needs to be done, and Clarity on Who we are doing it for. Their Trinity is unified only in ambition. Our cause is driven by Unity of Purpose. And our aim is no different from that of Churchill's: "It is victory, victory at all costs, victory in spite of all terror, victory, however long and hard the road may be; for without victory, there is no survival.”


An Arroyo, a Duterte and a Marcos need to be reminded. We are Asia's first democracy. We once taught the world a new way to earn freedom. We will do so again. Because this is Our Republic, not one family's or three.

Conflict of Interest? Lacson Bares Ties of Dargani Lawyer to Government Office

November 26, 2021 - Is there a conflict of interest involving one of the lawyers of the Dargani siblings, who are linked to the mess involving the procurement of medical supplies to deal with the Covid pandemic?


Sen. Panfilo "Ping" M. Lacson raised this issue Friday as he bared that Daryl Valles, one of the Dargani siblings' lawyers, is working for a member of the House of Representatives.


"I am particularly interested in the lawyering business of Atty. Valles. Because when the new spokesperson of the President was interviewed, he averred that Atty. Valles used to work in the office of the Special Assistant to the President until March 1, 2021. And since then, he’s now connected with the office of a member of the House of Representatives," Lacson said at the Senate Blue Ribbon Committee hearing on the procurement row.


Mohit Dargani, an official of Pharmally Pharmaceuticals Corp. who was arrested along with his sister Twinkle earlier this month, replied that he believed Valles "was connected with the House of Representatives but he left that job."


But when Lacson asked Dargani if he knew that for a fact, Dargani replied, "I take his (Valles') word for it," adding that Valles had resigned from the House as of August 2021, when they spoke.


Lacson said that if Valles is still connected with the House at this time, he is violating Republic Act 6713, the ethical standards for government employees.


Under Section 7, Paragraph (b)(2) of the law, it is unlawful to "engage in the private practice of their profession unless authorized by the Constitution or law, provided, that such practice will not conflict or tend to conflict with their official functions."


The law penalizes such violations with imprisonment not exceeding five years or a fine not exceeding P5,000.


Senate Blue Ribbon Committee chairman Richard Gordon instructed the panel to verify Valles' status.


"Even if he has limited authority granted by the House Speaker, meron pa ring limitation. Kung government ang kalaban sa kaso, he is not allowed to practice his profession no matter how limited (Even if Valles had limited authority granted by the House Speaker, there is still a limitation. If you will be lawyering against the government, you will not be allowed to practice your profession no matter how limited)," Lacson said.
