Lacson: Filipinos Saved P300-B in My 17 Years of Budget Scrutiny

November 6, 2021 (CARMONA, Cavite) - Seventeen years of scrutinizing the national budget has saved the Filipino people at least P300 billion, Sen. Panfilo "Ping" Lacson disclosed Friday afternoon.


Lacson, a watchdog of the national budget, said this amount in public funds could have been lost to corruption had he not kept his guard up.


"Hindi sa pagmamayabang, kinwenta namin ang natipid ng bansang Pilipinas. Hindi ko akalain sa loob ng 17 taon na ako senador ng Pilipinas, umabot sa P300 bilyon ang natipid ng mamamayang Pilipino (I am not bragging but the Filipino people saved some P300 billion in the 17 years I had been scrutinizing the budget. Even I did not quite expect the amount to be that big)," the Partido Reporma standard bearer said before a gathering here.


He noted this scrutiny has been done at all levels - from the committee to the plenary to the bicameral conference committee.


Lacson, who served as senator from 2001 to 2013 and 2016 to present, had flagged several irregular and inappropriate entries in the national budget.


Also, he made sure that his Priority Development Assistance Fund allocations (a.k.a. pork barrel) - amounting to P200 million a year - from 2001 to 2013 would be returned to the National Treasury. This was before the Supreme Court outlawed the PDAF in late 2013.


"Kung hindi nabantay nang maayos, natapon yan. Buwis natin ang ginagamit, utang natin ang ginagamit (If I had not been watching the budget, that's P300 billion in our hard-earned taxes and even debts lost to corruption)," Lacson said.


He reiterated his call to bring resources to the local governments so they can implement their development projects - the vision of his Budget Reform Advocacy for Village Empowerment (BRAVE).


Under BRAVE, the unused portion of the national budget - which averaged P328.85 billion from 2010 to 2020 - could be used to go to the local governments.


Lacson capped his visit to his home province of Cavite by welcoming new members of Partido Reporma.

November 5, 2021 (IMUS, Cavite) - As he faced his fellow Caviteños on Friday, Sen. Panfilo "Ping" Lacson promised them he would not let them down should he win the presidential race in 2022.


Lacson, who is running under Partido Reporma, bared his platform of government where he reiterated the need to empower local government units (LGUs) as the Mandanas ruling giving bigger revenue shares to LGUs will be implemented starting 2022.


"Ako, taga-rito. Narito ang aking mga kamaganak, narito ang aking mga kababata, narito ang aking mga kaibigan, narito ang aking mga kaklase. Ito ang masisigurado ko sa inyo: Kung pagkakaloob ng Diyos na kami ni Senate President Vicente 'Tito' Sotto III ay mapagbigyan para maglingkod sa susunod na anim na taon, isa lang ang aking sasabihin: Hinding hindi ko kayo ipapahiya, di ko papahiya ang lungsod ng Imus, di ko papahiya ang lalawigan ng Cavite (I am here among my friends and classmates. I guarantee you this: If God willing, Senate President Sotto and I win the 2022 elections, I will not let you down. I will not let Imus down, I will not let Cavite down)," he said.


"Katunayan, ginagawa ko na ang marangal, matapat at walang pag-iimbot na pagkilingkod sa ating Inang Bayan (Even now, I make sure I do my job well, so I do not fail our Motherland)," he added.


He stressed he gives much personal importance to Cavite because he was born, raised and educated in the province.


Lacson is a champion of empowering the LGUs, as embodied in his Budget Reform Advocacy for Village Empowerment (BRAVE). He visited Cavite with Reporma senatorial bet Paolo Capino and "independent" candidate Raffy Tulfo.


 

"Napagusapan namin ni Senate President Sotto, pangunahin namin sa platform na ikalat ang budget sa malalayong lugar para pakinabangan ng ating kababayan (SP Sotto and I agreed to prioritize in our platform to make sure the budget can be used by our people especially at the local level)," he said.

After his talk, Lacson received from Imus local officials led by Mayor Emmanuel Maliksi a manifesto of support for his presidential bid in 2022.

 Ping, Tito meet 15 envoys, pitch greater role for LGUs

The tandem of Senator Panfilo Lacson and Senate President Vicente Sotto III laid down their “governance platform” during a dinner meeting with the country’s 15 ambassadors Wednesday night.

Presidential candidate Lacson, standard bearer of Partido Reporma, said they discussed a wide range of issues with ambassadors from European Union countries, Australia, United Kingdom and South Korea.

They delved on politics and climate change issues, noting the just-concluded COP 26 climate summit in Glasgow, Scotland, he said.

According to Lacson, they also explained to the envoys why they teamed up for the 2022 national elections.

Meanwhile, Lacson and Sotto reiterated their support for local government units (LGUs), vowing to empower them once elected as President and Vice President, respectively, in the 2022 elections.

Also, the Serbisyo sa Bayan Party (SBP) in Quezon City on Thursday endorsed the candidacy of Sotto for vice president in the 2022 elections.

Mayor Joy Belmonte, who will seek a second term in Quezon City under the SBP banner, expressed support for Sotto’s vice presidential bid.

Sotto is the father of Vice Mayor Gian Sotto, who will also seek reelection under SBP.

In their first “Meet the Press” conference with reporters on Thursday, Lacson and Sotto said they told the diplomats that despite 42 years of legislative experience, the execution of the laws they authored left much to be desired.

Due to this, they decided on a team-up to run for president and vice president in the coming May elections.

“The bottom line is before we ran (for 2022), before we made a decision, we told (the ambassadors) that we learned all that we can about our existing problems, especially the heaviest ones caused by the pandemic, and that we have solutions made with the help of experts, and we are ready to give these solutions to the country,” Lacson said.

Earlier, Lacson also spoke before to the American Chamber of Commerce and Industry on Wednesday, and at the FINEX-Federation of Filipino Chinese Chambers of Commerce and Industry forum earlier in the week, where he also presented Partido Reporma’s platform of governance.

Sotto, the president of the Nationalist People’s Coalition (NPC), said their discussion with the diplomats floated around the bills pending in the Senate and House of Representatives, and the laws he and Lacson had passed before. 

“We were given a good platform to explain (to the ambassadors) why we are running for the Executive Department instead of retiring (from politics), why we threw our hats into the fray,” the Senate President said.

He said that members of the diplomatic corps saw that despite their combined 42 years of legislative experience, “there’s much to be desired with the execution of the laws such as the Dangerous Drugs Act, the Universal Health Care Law and the National ID System Act,” Sotto said.

The envoys’ questions were leading to those issues, he said, “which explains why we’re here (campaigning for president and vice president).”

“Who better to execute the laws than the ones who made them?” Sotto said, adding that the Philippines does not have a parliamentary form of government where ministers in the executive department can also serve as lawmakers.

Meanwhile, Lacson and Sotto said governors and mayors could play a greater role in fighting COVID-19, as they first proposed at the outbreak of the coronavirus pandemic.

Lacson agreed with the move to end the curfew for adults in MetroManila and increase the capacity for public transport but noted that LGUs could be even more involved, as he reminded the national government to keep up its containment strategy against the coronavirus disease.

“Tama naman yung move, pero yung malawakang involvement ng LGUs matagal na naming tinutulak, at ang containment strategy hindi dapat mawala sa gobyerno at sa mga Pilipino, in particular the LGUs,” the senator said.

He said it was still important to trace, test and treat COVID-19 infections while ramping up the vaccination drive, especially with over 34 million doses of COVID-19 vaccines arriving recently.

“Magandang pagkakataon ito para mabuksan ulit ang economy natin,” Lacson said, recalling that the National Economic and Development Authority projected estimated losses of Php41 trillion to the economy owing to the prolonged lockdowns to contain the spread of COVID-19.

Lacson said the LGUs could roll out vaccines faster especially since most local chief executives feared the jabs would expire within 1 to 3 months.

“Important ang mabilis na rollout, kundi masasayang sila,” he said, noting the recent fire at a hospital in Pagadian City that burned over 140,000 vaccine doses.

As for the slow rollout of vaccines by LGUs, which reportedly irked President Rodrigo Duterte, Sotto said the Department of Interior and Local Government (DILG) should be careful in implementing the Chief Executive’s orders to sanction governors and mayors for lagging inoculations in their areas.

“On the DILG order, baka sinabi lang, pero kung may circular, all (the department) has to do is to be cautious in implementing it, local officials are under them after all,” said Sotto, who once was vice mayor of Quezon City.

“Kabisado natin ang Pinoy, iba ang nakasulat sa papel,” the Senate President added.

Padilla, an opthalmologist who led the medical team of Presidential Adviser Joey Concepcion’s Project ARK (Antibody Rapid Test Kit), agreed with Lacson, and said that according to Vaccine Czar Secretary Carlito Galvez, around 49 million vaccine doses are already with the LGUs.

“But the national government is frustrated na maraming nakatenga sa bodega na vaccine. LGUs were given a deadline of 3 days to use them, pero ang problema din ay logistics,” she said.

“Even the PMA (Philippine Medical Association) has offered to help in logistics so we could bring it to patients with vaccine hesitancy.

Marami pa ring naniniwala sa maling akala, pero the vaccine is our only way out of this (pandemic), and to go back to a better normal,” Padilla said. With Rio N. Araja

Lacson: Easing of Curfew, Transportation Restrictions to Benefit Ailing Economy

November 4, 2021 - The easing of curfew and transportation restrictions will benefit the Philippine economy which has received quite a beating from the effects of the pandemic, Sen. Panfilo "Ping" Lacson said Thursday.


But while Lacson supported the moves that would enhance business activities and strengthen the economy, he reminded authorities to maintain containment strategies to prevent the virus from spreading.


"Sinusuportahan namin ang move na magbukas ng ekonomiya, para sa ganoon medyo sumigla ang ating business activities. Huwag lang kalimutan ang containment strategy na nakasanayan natin (I support the moves leading to the reopening of the economy, to revive our business activities. But our authorities must sustain the containment strategies in place)," he said at the first LACSON-SOTTO media forum.


"As far as I’m concerned, it’s about time mag-open up tayo, pag-lift ng curfew at pagtaas ng capacity ng passenger buses, tama ang move na yan (As far as I'm concerned, it's about time we opened the economy by lifting curfews and increasing the capacities for passenger buses)," he added.


Lacson is running for President under Partido Reporma while Senate President Vicente "Tito" Sotto III is running for Vice President under the Nationalist People's Coalition.


On the other hand, Lacson said it is equally important that the government continue its testing, tracing, treatment and vaccination efforts.


He said it is important that local government officials roll out vaccines soonest as some of them have voiced fears that the vaccines they got may expire in one to three months.


"Importante ang rollout kasi masasayang (It is important to ensure an efficient rollout of the vaccines so we don't waste them)," he said.


Citing data from the National Economic and Development Authority, Lacson said the lockdowns in Metro Manila and elsewhere have caused P20.5 billion in losses per day - with micro, small and medium enterprises hit hardest.


Citing data from a study of the ADB Institute, he said MSMEs accounted for 73 percent of layoffs as of February 2021, while figures from the Philippine Statistics Authority showed MSMEs - comprising 99.5% of all enterprises and 63.2% of the labor force - took the first blow last year due to widespread community lockdowns.

Lacson: Life Imprisonment, Penal Reforms Better Alternatives to Death Penalty

November 4, 2021 - Better to spare the life of a criminal than to wrongly execute an innocent person.


On this note, Sen. Panfilo "Ping" Lacson changed his stance on the death penalty for heinous crimes, even as he pushed for life imprisonment and penal reforms as a better alternative.


"Mas matimbang ang ma-save ang buhay ng wrongly convicted. So nagbago ang aking pananaw, iwi-withdraw ko ang aking na-file na bill (It is more important to save the life of a wrongly convicted person. That said, I will withdraw the bill I filed on death penalty)," Lacson said at the first LACSON-SOTTO media forum on Thursday.


Lacson said that after giving the matter long thought - especially after watching the program "The Life of David Gale," he decided that there are better solutions than execution even of those convicted of heinous crimes like drug-related offenses.


He supported Senate President Vicente "Tito" Sotto III's suggestion to confine drug lords in a "super max" penitentiary, with no means of communication with the outside world.


Lacson is running for President under Partido Reporma while Sotto is running for Vice President under the Nationalist People's Coalition.


"Napakaganda ng suggestion ni Senate President Sotto. Magdurusa habang buhay at walang gagawin kundi magsisi. Kung habang buhay hanggang mamatay sa kulungan (Senate President Sotto's suggestion is very good. Let the convicts be imprisoned for life, nothing to do but to regret their crimes for the rest of their lives)," Lacson said.


But Lacson also said it is important to reform the penitentiary system, to prevent a repeat of favors being granted to moneyed convicts.


"Ireporma ang penitentiary system... Mas mainam na ang guilty ikulong habang buhay sa halip na inosente ma-execute dahil sa pagkakamali (We should reform the penitentiary system. Better that the guilty be imprisoned for life than to have innocents executed because of a wrong judgment)," he said.
