On Possible Fare Hikes Amid Oil Price Increases

October 12, 2021 - This calls for some urgency on the part of government.

While we have yet to hear from them, particularly the Department of Energy and Department of Transportation, the effect of the seemingly unabated increase in the prices of oil products could easily negatively impact the lives of many Filipinos already suffering from joblessness and hunger due to the Covid-19 pandemic.

Senator Lacson’s BRAVE Bill Vs. Pork Barrel

The pork barrel is the main source of corruption in our government. In this connection, Senator Ping Lacson has already filed the BRAVE Bill, or Senate Bill 23, on July 2, 2019 ready to be presented to Congress when he is elected President. Since the pork barrel was already declared unconstitutional by the Supreme Court in 2013, it would be easy for future President Panfilo Lacson to have the BRAVE Bill approved by the House of Representatives and the Senate. He has the moral ascendancy to cut and totally eliminate the pork barrel of congressmen and senators because he is the only legislator who refused to have a pork barrel.

BRAVE stands for Budget Reform Advocacy for Village Empowerment.  This will be the development fund of local government units. Simply stated, it is abolishing the annual pork barrel of legislators and giving it to the following:

Provinces - P500 million to P1 billion

Cities - up to P200 million

Municipalities - P50 to P100 million

Barangays - P3 to P5 million

From 328 legislators (24 senators and 304 congressmen), the pork barrel will be given to 43,923 local government units composed of 81 provinces, 144 cities, 1,490 municipalities, and 42,208 barangays.

With over 400,000 legislative members nationwide of the Sangguniang Panlalawigan, Sangguniang Panlungsod, Sangguniang Pambayan, and Sangguniang Pambarangay scrutinizing every line item in the budget, corruption will be minimized, if not totally eradicated.

“The one who really holds the ‘power of the purse’ is the President, while Congress only holds the ‘coin purse,’ according to former national treasurer Leonor Briones.” (Philippine Star, August 16, 2014)

To eradicate corruption in government and put an end to the 56.5 years of kleptocracy in our country, we need to elect in May 2022 a tested and trusted person, Senator Panfilo Lacson, as our President.

Lacson Questions Discrepancy in SAP Distribution

October 12, 2021 - How could the Department of Social Welfare and Development claim a 94-percent physical accomplishment of its distribution of Social Amelioration Program (SAP) funds, when it has disbursed only 80 percent of the funds?

Sen. Panfilo M. Lacson raised this question Monday as he interpellated the DSWD on its proposed P191.4-billion budget for 2022.

"Something doesn’t add up. The DSWD's latest data showed that the agency was able to distribute SAP to 717,372 out of 761,259 target beneficiary families. That would constitute 94.23-percent accomplishment as of Aug. 31, 2021," Lacson said.

Yet, according to the same report, the senator emphasized that the DSWD has disbursed just about 80 percent of the funds for the SAP.

DSWD's Hannah Carcido explained the DSWD adjusted its targets, adding that the potential target as of January 2021 was 855,597 beneficiaries instead of 717,372.

Meanwhile, Lacson urged the DSWD to learn from its "poor planning" that prompted them to engage Starpay, after they found 70 percent of SAP beneficiaries had no or defective mobile phones.

"The DSWD became reactive. It did not determine the beneficiaries' capability to use mobile phones before distributing the aid, so it had to engage financial service providers. It should have planned first and determined the capability of the beneficiaries to receive aid via mobile phones. The bottom line is poor planning," he said.

On the other hand, Lacson said the local government units ran into problems distributing the SAP after complaints were lodged against them for not distributing the SAP based on the DSWD's data - which turned out to be outdated, dating back to 2015.

"Some barangay chairmen agreed among themselves to just redistribute the P5,000 to P8,000 accordingly because the list provided by the DSWD central office was outdated," Lacson said.

"They wanted to adapt to the situation on the ground. We cannot fault the LGUs," he added.

Lacson's role in Senate probe clarified

WE wish to set the record straight regarding The Manila Times editorial of Sunday, Oct. 10, 2021 ("Senate probe could harm public interests"), where it tried to link politics to Sen. Panfilo M. Lacson's participation in the ongoing Senate probe into irregularities in the government's procurement of medical supplies to deal with the pandemic.

First, Senator Lacson has been actively participating in investigations involving corruption and other wrongdoing long before now, and the records will bear this out. This is because he does not want taxpayers' money to go to waste, especially now in a pandemic where ordinary Filipinos are suffering in terms of health and the economy.

Second, Senator Lacson's move to cite resource person Linconn Ong in contempt and detain him is in accordance with Senate rules as Mr. Ong was being evasive in answering questions. We thus wonder where the claims of human rights violations are coming from.

As to the editorial's claim that confessions or other evidence gathered through the Senate hearings are likely to be inadmissible in court, the Senate hearings are in aid of legislation, not anything else, although the Senate can provide evidence it has gathered if relevant agencies like the Department of Justice ask for them, as in the case of the irregularities at PhilHealth.

Speaking of timing, we marvel at the timing with which insinuations of politicking, along with accusations that the Senate supposedly overstepped its legislative boundary and violated the "human rights" of resource persons who are cited in contempt, were brought up in more than one opinion page this weekend. Nevertheless, we hope this clarifies matters.
