Lacson Flags Duplication of Projects in DPWH's 2022 Budget

November 24, 2021 - What is some P147.283 billion in duplicate projects doing in the budget of the Department of Public Works and Highways (DPWH) for 2022?


Sen. Panfilo "Ping" M. Lacson raised this issue Tuesday as he pointed out the duplicate projects under the "Convergence and Special Support Program" in the agency's proposed budget.


"We note that under the program 'Convergence and Special Support Program,' there is apparent duplication of projects, particularly under the Sustainable Infrastructure Projects Alleviating Gaps (SIPAG) and Basic Infrastructure Program (BIP)," Lacson said at the deliberations on the budget of the DPWH for 2022.


He noted that there is a need to distinguish between the projects under SIPAG and BIP with similar descriptions:



* Roads leading to strategic public buildings: P47.976 billion under SIPAG and P10.2215 billion under BIP

* Flood mitigating structures: P38.623 billion under SIPAG and P6.378 billion under BIP

* Roads that traverse multiple LGUs: P11.801 billion under SIPAG and P1.501 billion under BIP

* Multi-purpose buildings: P9.622 billion under SIPAG and P17.205 billion under BIP

* Coastal roads/causeways: P1.842 billion under SIPAG and P215 million under BIP

* Roads leading to IP communities: P253 million under SIPAG and P1.643 billion under BIP


In all, the duplicate projects include P110.118 billion under SIPAG and P37.164 billion under BIP.


As such, Lacson said the DPWH should distinguish between such projects of "similar description" under SIPAG and BIP.


"If the projects under SIPAG and BIP are identical, why do we need to have two separate sub-programs?" he added.

Lacson Scores Inaction, Cover-Up Try on P1-M Payroll Corruption at DSWD-Region 11


November 23, 2021 - It's been more than a year. Why is there still no action on it?


Sen. Panfilo "Ping" M. Lacson thus questioned the lack of progress in a payroll row at the Department of Social Welfare and Development in Region 11, where P1 million in employees' travel allowance (TEV) was allegedly diverted to the account of an administrative assistant, and an official tried to cover up the mess.


"We should not wait for the other cases. This is pretty solid. There were victims. By now, one year later, dapat nasa Ombudsman na siguro ito. Kung now wala pang progress, we cannot expect any more action on this matter (We should not wait for other cases. This is pretty solid. There were victims. But it's been one year, the case should have been before the Ombudsman. But up to now there seems to be no progress. We cannot expect any more action on this matter)," Lacson said at the deliberation on the 2022 budget of the Department of Social Welfare and Development.


Citing a letter complaint by Audrie Perez - former president of the Social Welfare Employees Association of the Philippines (SWEAP), Lacson said the incident occurred sometime in October 2020.


He said a DSWD staff who is a Pantawid Field Implementer went to the Land Bank of the Philippines' San Pedro branch to seek assistance after her TEV was not deposited to her account.


It was learned that her allowance, as well as the TEVs of other regional staff, were deposited to the account of one Ireneo Suerto, an administrative assistant charged with preparing the payroll.


But the DSWD management, despite being informed of the incident, did not terminate Suerto or even file charges against him, merely not renewing his contract when it expired in December 2020.


"Worse, a certain Margie Cabido (Pantawid Program Division Chief) ordered to keep the incident a ‘secret’. This complaint has also been elevated to Secretary Rolando Bautista, but no investigation has been conducted until now," Lacson said.


"That’s why out of desperation, Mr. Perez sought the assistance of other officials in Congress," he added.

We need a leader who is healthy in mind, decent enough not to make promises but will act with fervor and passion so our country will be saved from the dungeon that we are all currently in.

 Lacson Pushes Consistent Assertiveness from PH on WPS

November 23, 2021 - We should be more assertive - and consistent - in making our stand on the West Philippine Sea.


On this note, Sen. Panfilo "Ping" M. Lacson pushed Tuesday for a more authoritative stand by the Philippines on its sovereignty and sovereign rights in the area - especially at this time of awakening by other nations on the issue.


"We should be more assertive. Di ba dati napaka-accommodating natin (Were we not too accommodating before)? We are already being bullied because we don’t do too much," he said in an interview on CNN Philippines.


"It’s only now na nagkaroon ng (that we see an) awakening not only on the part of our leaders but other countries as well," he added, referring to the statements of concern from other countries especially about the Nov. 16 incident where Chinese vessels blocked and water-cannoned two Philippine vessels bringing supplies to Ayungin Shoal.


Also, Lacson said President Rodrigo Duterte's "strong statement" on the issue should be followed up by consistent actions.


"No matter how late, it’s still good the President issued that strong statement to awaken not just China but other stronger allies. I hope it continues. And I hope the President remains consistent in asserting our sovereignty and sovereign rights over our exclusive economic zone," he said.


On the other hand, Lacson reiterated the need to maintain a balance of power in the region and seek stronger alliances with other nations.


He also said the time is right to revisit the Mutual Defense Treaty with the US, now that its joint vision statement with the Philippines has specific references to the West Philippine Sea and not just the Asia-Pacific region. He added the US' readiness to enhance facilities in the Philippines is sending a clear message to China, that the West Philippine Sea is not their domain.


Also, Lacson questioned the reported "request" by China to Defense Secretary Delfin Lorenzana not to deploy escorts to Philippine vessels bringing supplies to Ayungin Shoal.


"If I were Sec. Lorenzana, I would do what I think would be in the best interest of our troops. I think it is within our rights to assert, tayo mag-decide kung kailangan may escort o wala (we should be the ones to decide if we will send escorts or not)," he said.


Lacson, who chairs the Senate Defense Committee, went to Pagasa Island in the Kalayaan Group of Islands in the WPS last Nov. 20. During his flight there, he encountered firsthand the challenge by Chinese authorities to the pilots of the aircraft he was riding. He also saw a text message upon arrival claiming "Welcome to China."


"No way. We should not accept that. It was totally unacceptable," he said of the challenge, adding he felt "more anger than fear" when hearing the challenge.
