 Just Do It! Lacson Pushes Voluntary, Random Drug Tests

November 23, 2021 - "Voluntary drug test: Just do it!"


On this note, Sen. Panfilo "Ping" M. Lacson set the tone for those seeking elective office in assuring the public that they do not use illegal drugs.


Lacson, who took a drug test at the Philippine Drug Enforcement Agency on Monday with running mate Senate President Vicente "Tito" Sotto III, also stressed it would be better if the drug tests are random, to prevent perceptions of "cheating."


"On top of commenting or issuing statements that 'we are willing' or 'we are encouraging,' mas magandang gawin na lang na hindi nag-aalalang mag-positive (On top of commenting or issuing statements that we are willing or we are encouraging, it is better to just do it to assure the public that we are not positive for drug use)," the Partido Reporma standard-bearer said in an interview on CNN Philippines.


He said he and Sotto's gesture showed that they walked the talk instead of just repeatedly saying they are willing to take a drug test.


Also, he said Sotto - who is running under the Nationalist People's Coalition - pointed out taking a drug test at PDEA would be better as its test is holistic.


On the other hand, Lacson said it is better that the drug tests be random instead of scheduled, since it is possible for a person to test negative by not taking drugs for a few days.


Last Monday, Lacson and Sotto underwent and passed a voluntary drug test at the PDEA. Both underwent multi-drug testing to set an example for those preparing to be the highest leaders of the land.


Lacson has repeatedly vowed to instill discipline under his leadership by practicing leadership by example - a trait that he has consistently maintained to earn the trust of the Filipino public since he led the PNP from 1999 to 2001 up to this day, in his third term as an elected Senator of the Republic.

Lacson knows best: Ex-CJ Panganiban urges non-admin bets to unite to defeat Marcos Jr-Duterte

The tandem of Ferdinand Marcos Jr. and Davao City Mayor Sara Duterte may be headed for victory in the 2022 elections unless non-administration candidates give way to the aspirant who has the biggest chance of winning, retired Supreme Court Chief Justice Artemio Panganiban said.

In his November 21 column for the Philippine Daily Inquirer, Panganiban urged Vice President Leni Robredo, Senator Manny Pacquiao and Manila Mayor Isko Moreno to consider the previous proposal of Senator Panfilo Lacson to withdraw their candidacies in favor of the strongest bets.

“What should the opposition do to negate these scenarios? I think they should unite under the original proposal of Sen. Ping Lacson to support the winningest contenders as shown by credible polls,” the former Chief Justice said.

Lacson in August said he talked to Robredo about his proposal to unify the opposition and increase their chance of winning against administration-backed candidates.

Under Lacson’s proposal, presidential aspirants will file their candidacies in October for the 2022 polls, then withdraw their bids in favor of the “best” bet based on voter preference surveys.

Robredo, however, rejected Lacson’s proposal.

A survey conducted by Social Weather Stations in October showed Marcos leading the presidential race, followed by Robredo, Moreno, Pacquiao, Lacson and Senator Ronald Dela Rosa, who subsequently withdrew his candidacy.

Senator Bong Go is running for president with President Rodrigo Duterte’s support.

Panganiban said the clock is ticking for non-administration bets to come together to defeat the Marcos-Duterte tandem.

“Wait if the bets must, but not for too long, because the earlier the unity is forged, the better are the chances of winning. In fact, unity by January 2022 may be a bit late because the winning candidates, as previous elections have shown, may have gained irreversible momentum by that time,” he said.

Panganiban said early indications point to a possible showdown between Marcos-Duterte and a tandem between Robredo and Senate President Vicente Sotto III, who’s running alongside Lacson as vice president.

Lacson Pushes High School for Students, Added Hardship Allowance for Teachers in Pag-Asa Island

November 23, 2021 - Sen. Panfilo "Ping" M. Lacson on Monday batted for additional school facilities and teachers in Pag-asa Island in the West Philippine Sea, after learning of the plight of learners there when he visited the area last weekend.


Lacson also pushed for added benefits for teachers, as the island has only one elementary school and two teachers catering to 34 students coming from 54 households, with the students having little hope of a high school education.


"I think this is a cause for concern. After Grade 6, wala na, tapos na, wala nang kinabukasan ang bata (After Grade 6, the students won't have any more opportunity to get higher education that will give them a chance at a better future)," he said during the deliberations for the 2022 budget of the Department of Education.


He noted the nearest place for the students to study high school is Puerto Princesa City in Palawan, which will take more than a day to reach.


Lacson proposed that the government put up a high school building or integrate the high school facilities with the existing building; and hire at least one multigrade teacher who can teach kindergarten to high school.


Also, Lacson sought the DepEd's commitment for a Special Hardship Allowance (SHA) for the two teachers in Pagasa Island, noting this can be taken from the budget for the Last Mile Schools program.


He said that since the DepEd's circular does not allow a teacher to receive SHA for two more categories, the two teachers at Pag-asa Island are given only one hardship allowance per year - yet they experience more than one factor of difficulty - difficulties in travel and in teaching, as well as in access to amenities.


They also fall into two categories of eligibility for SHA - located in hardship posts and multi-grade teachers.


Lacson has been pushing for an "Edukasyon Plus" program to break the cycle of poverty that has hounded many Filipino families. The program aims to keep youths in school - and give them a better chance at improving their lot.


"Edukasyon Plus" also provides free tuition and a monthly allowance of P5,000 for the period of internship for qualified senior high school students (Grades 11 and 12) who enter a government internship program.


Earlier, Lacson pushed for an emergency employment program that includes paid internships for youths in the government and private sector. This aims to harness the skills of young Filipinos while giving them a chance to improve their skills.

Lacson Presidency to Prioritize Tough Stance vs WPS Bullying

November 22, 2021 - A tough stance against bullying in the West Philippine Sea, anchored on maintaining the balance of power in the area, will be prioritized under a Lacson presidency, Sen. Panfilo "Ping" M. Lacson said Monday.


Lacson said that while the Philippines should maintain trade relations with countries like China, it cannot sacrifice its sovereignty and sovereign rights for this.


"Tinuturing nating kaibigan ang China pero ang turing ba nila sa atin kaibigan? Dapat equal footing, hindi one way (We treat China as a friend, but does China treat us that way? Friendship should be on equal footing, not one-way)," he said in an interview on Radyo 5.


"Meron tayong sovereign rights sa EEZ natin kaya dapat i-assure natin na lahat ng nations that freedom of navigation will be observed and upheld. Ang China wala sa kanila ang freedom of navigation (We have sovereign rights on our exclusive economic zone, we can assure all nations that we will observe and uphold that freedom of navigation, something China does not do)," he added.


When asked if he will treat the West Philippine Sea situation as a priority issue if he wins the 2022 presidential race, Lacson said he has always done so.


"Maski di pa ako kandidato, ito ang gusto ko mangyari, ma-enhance ang ating alliance hindi lang sa US kundi sa ibang (Even when I was not yet a candidate, I had always pushed for enhancing our alliances with our allies including the US, to maintain the balance of power)," he said.


"Records will bear this out: Maski di pa ako kandidato, ito ang gusto ko mangyari, ma-enhance ang ating alliance hindi lang sa US kundi sa ibang (Records will bear this out: Even when I was not yet a candidate, I had always pushed for enhancing our alliances with our allies including the US, to maintain the balance of power)," he said.


He said the balance of power would discourage countries like China from making incursions and from bullying smaller nations' ships in the area.


Lacson cited information reaching him that China once "challenged" a US warship passing in the area. When the US vessel's captain invoked the right of innocent passage, the Chinese vessel did not even block or attack the vessel with water cannons like it did two Philippine vessels headed for Ayungin Shoal last Nov. 16.


"Doon natin nakikita na pag may balance of power sa WPS, hindi talaga magkakagiyera at mapapangalagaan natin ang ating sovereign rights and territorial integrity (From this episode, we see that if there is balance of power in the WPS, there would be no war and we can maintain our sovereign rights and territorial integrity)," Lacson said.


Meanwhile, Lacson said the timing is now right to revisit the PH-US Mutual Defense Treaty, after the US expressed willingness to enhance efforts toward an international law-based maritime order, including freedom of navigation.


Lacson also reiterated he is not favoring the US or any other country, stressing that the Philippines' foreign policy is always anchored on national interest.


"Malinaw sa West Philippine Sea, ang national interest natin ma-exercise ang sovereign rights within the EEZ at sovereignty natin within 12 nautical miles (It is clear that in the West Philippine Sea, our national interest dictates that we exercise our sovereign rights within the EEZ and sovereignty within 12 nautical miles)," he said.


Lacson, who is running for President under Partido Reporma, has long pushed for a balance of power in the West Philippine Sea, with the Philippines strengthening its ties with its allies that are militarily strong and have an interest in maintaining the balance of power as they value the freedom of navigation in the area.
