 Lacson: PITC Has P8.523-B in Unliquidated Army Funds

November 17, 2021 - At least P8.523 billion in funds of the Philippine Army remains unliquidated or unaccounted for with the Philippine International Trading Corp. (PITC), Sen. Panfilo "Ping" M. Lacson disclosed Tuesday.

Lacson cited figures from the 2020 Commission on Audit report that showed the PITC received some P15.927 billion from 2007 to 2020 from the Philippine Army alone, with total unliquidated balances in the amount of P8.523 billion.

"Every year, nag-scrounge tayo sa pondo para sa modernization, pati revised modernization program ng AFP, ang sabi natin cause for delay ang funding gaps kasi di napopondohan. "Hindi biro-biro ang amounts involved (The amounts involved are no joke)," he added.

Worse, he said the PITC failed to deliver, as records showed its deliveries were virtually zero - at 0.01 percent in 2019 and 0.22 percent in 2020.

Yet, he said the PITC gained some P640 million from the Army's P15.9-billion "deposit" due to the four-percent service fee that the PITC charges.

Because of these, Lacson - who chairs the Senate defense committee and is the presidential standard bearer of Partido Reporma - said it is time the DND and AFP do their own procuring.

"I think the DND and the AFP are more capable of procuring... Mas mabuti (It would be better) if they do the procurement themselves, instead of depositing these amounts to the PITC," he said. "The data would show that transferring the procurement to the PITC isn’t working."

Lacson Flags P5-B for Farm-to-Market Roads Using Bayanihan 2 Funds

November 16, 2021 - What is the connection between farm-to-market roads and the government's response to the Covid pandemic?

Senator and Partido Reporma presidential standard bearer Panfilo "Ping" M. Lacson asked this on Monday as he noted P5 billion intended for the government's Covid-19 response was used to cover funding requirements for the implementation of farm-to-market road projects under the Agriculture Stimulus Package of Bayanihan 2.

"We noticed releases under Bayanihan 2 focused on farm-to-market roads worth P5 billion. Can you explain the connection between these farm-to-market road releases and the government's Covid response? Parang hindi ko ma-connect (I cannot seem to make the connection)," he said in his interpellation of the DA's budget.

Sen. Cynthia Villar, who was sponsoring the DA's budget, replied it could be for improving logistics - triggering laughter inside the Senate session hall.

"We laugh about this but this is no joking matter. This is the national budget of the Republic of the Philippines," Lacson noted.

Also, Lacson questioned the net 17-percent increase in the DA's funding for Agri-Machinery, Equipment, Facilities, and Infrastructure program from P11.3 billion to P13.32 billion - with the bulk of the increase for farm-to-market roads from P4.98 billion under the National Expenditure Program to P6.95 billion under the House version of the budget bill.

When asked about such increases, the DA denied being looped into the details of the projects.

Lacson noted that it is a "perennial problem" for agencies like the DA getting added funds for projects like farm-to-market roads but not being consulted about them.

"There are other priorities when they prepared the budget to answer the budget call. They were tedious in preparing the budget. Now, all of a sudden, at the snap of a finger, nawala ang budget, nalipat kung saan (with the funds being transferred elsewhere). This is a perennial problem," he said.

Meanwhile, Lacson reiterated his call for proper funding for research and development, noting DA Secretary William Dar is also an advocate of research.

MANILA - The Philippines' election code must be amended to remove voluntary substitutions, Senator and presidential candidate Panfilo Lacson said Monday after President Rodrigo Duterte and his daughter sought to run in next year's elections.

Lacson said he and his running mate Senate President Vicente Sotto III "agreed we should take a serious look in amending the election code."

"We need to legislate because of as of now, there's nothing in the law that prohibits Comelec from changing the resolution so naging ganyan ang situation ," he told ANC's Headstart.

"Dapat kasama lang in case of death or incapacity, nothing more. Kasi kapag voluntary dun lumalabas ang abuso."

(Substitution must only be allowed in case of death or incapacity, nothing more because when it becomes voluntary that's when abuse occurs.)

The President will run for vice president in next year's elections, according to his long-time aide Senator Christopher "Bong" Go, who will seek the presidency in the 2022 polls. 

Davao City Mayor Sara Duterte, meantime, substituted Lakas-CMD “placeholder” bet Lyle Uy as Lakas-CMD's vice presidential bet.

November 15, 2021 - Sen. Panfilo "Ping" M. Lacson is prepared to expound on his platform of government in the upcoming presidential debates organized by the Commission on Elections and by various organizations.

Lacson said the debates - particularly the unscripted questions - will give the public a glimpse of the preparedness of the candidates to deal with the country's humongous problems.

"These are unexpected questions testing the capability, competence and experience of each candidate. The final judge will be the people after the debate," the Partido Reporma standard bearer said in an interview on ANC.

"Ready ako kasi nag-aral kami ni Senate President Vicente 'Tito' Sotto III. Alam namin ang problema, pinagaralan namin ang solutions. We are ready to face any forum or any candidate for that matter to present our platform and plans (I am ready because Senate President Vicente 'Tito' Sotto III and I studied the problems besetting our nation. We know the problems, we know the solutions. We are ready to face any forum or any candidate to present our platform and plans)," he added.

He added it is now the gain or loss of presidential and vice presidential candidates if they choose to attend or not to attend.

In Lacson's case, he had bared his future-proof economic agenda before a forum organized by the Financial Executives Institute of the Philippines (FINEX), Manila Times, Cignal and Federation of Filipino-Chinese Chamber of Commerce and Industry Inc.; and another organized by the American Chamber of Commerce of the Philippines Inc.

Lacson welcomed the Comelec's plan to sponsor three presidential debates and three vice presidential debates starting January. "That’s good. That’s how people should know their candidate, how they will address their questions without a script," he said.

Lacson Presidency to be Tough, No-Nonsense vs Criminality

November 15, 2021 - Should he win the presidential election in 2022, Sen. Panfilo "Ping" M. Lacson vowed on Monday to implement an iron-fisted approach against criminality but in accordance with the rule of law.

Lacson, who headed the Philippine National Police from 1999 to 2001, said criminals - including abusive policemen involved in criminal activities - should be neutralized due to the threat they pose.

"Against criminals, yes - but in accordance with the rule of law. We will always observe the rule of law," Lacson - the standard bearer of Partido Reporma - said in an interview on ANC, when asked if he will be "iron-fisted" against criminals if he wins.

He said this will entail disciplining law enforcers so they do not become abusive. When he led the PNP, Lacson - through leadership by example - instilled such discipline in the PNP and booted out abusive policemen, especially the "kotong cops."

Also, Lacson made clear that the only time law enforcers can kill criminals is in self-defense and in the performance of their duties as law enforcers.

Under a Lacson presidency, he said policemen who engage in criminal practices such as recycling and selling illegal drugs will not be tolerated. He said such practices caused the Duterte administration war on drugs to start off on the wrong foot.

"It started on the wrong foot. If you tolerate something like that it grows bigger and the problem becomes more serious. Dapat ma-nip in the bud make them more answerable (We should nip them in the bud to make them more answerable)," he said.

But Lacson also said it would be unfair to target law enforcers in a "propaganda war" similar to what he and his men endured with the 1995 Kuratong Baleleng case, which was dismissed by no less than the Supreme Court.
