 Lacson More than Ready for Presidential Debates

November 15, 2021 - Sen. Panfilo "Ping" M. Lacson is prepared to expound on his platform of government in the upcoming presidential debates organized by the Commission on Elections and by various organizations.

Lacson said the debates - particularly the unscripted questions - will give the public a glimpse of the preparedness of the candidates to deal with the country's humongous problems.

"These are unexpected questions testing the capability, competence and experience of each candidate. The final judge will be the people after the debate," the Partido Reporma standard bearer said in an interview on ANC.

"Ready ako kasi nag-aral kami ni Senate President Vicente 'Tito' Sotto III. Alam namin ang problema, pinagaralan namin ang solutions. We are ready to face any forum or any candidate for that matter to present our platform and plans (I am ready because Senate President Vicente 'Tito' Sotto III and I studied the problems besetting our nation. We know the problems, we know the solutions. We are ready to face any forum or any candidate to present our platform and plans)," he added.

He added it is now the gain or loss of presidential and vice presidential candidates if they choose to attend or not to attend.

In Lacson's case, he had bared his future-proof economic agenda before a forum organized by the Financial Executives Institute of the Philippines (FINEX), Manila Times, Cignal and Federation of Filipino-Chinese Chamber of Commerce and Industry Inc.; and another organized by the American Chamber of Commerce of the Philippines Inc.

Lacson welcomed the Comelec's plan to sponsor three presidential debates and three vice presidential debates starting January. "That’s good. That’s how people should know their candidate, how they will address their questions without a script," he said.

Lacson Presidency to be Tough, No-Nonsense vs Criminality

November 15, 2021 - Should he win the presidential election in 2022, Sen. Panfilo "Ping" M. Lacson vowed on Monday to implement an iron-fisted approach against criminality but in accordance with the rule of law.

Lacson, who headed the Philippine National Police from 1999 to 2001, said criminals - including abusive policemen involved in criminal activities - should be neutralized due to the threat they pose.

"Against criminals, yes - but in accordance with the rule of law. We will always observe the rule of law," Lacson - the standard bearer of Partido Reporma - said in an interview on ANC, when asked if he will be "iron-fisted" against criminals if he wins.

He said this will entail disciplining law enforcers so they do not become abusive. When he led the PNP, Lacson - through leadership by example - instilled such discipline in the PNP and booted out abusive policemen, especially the "kotong cops."

Also, Lacson made clear that the only time law enforcers can kill criminals is in self-defense and in the performance of their duties as law enforcers.

Under a Lacson presidency, he said policemen who engage in criminal practices such as recycling and selling illegal drugs will not be tolerated. He said such practices caused the Duterte administration war on drugs to start off on the wrong foot.

"It started on the wrong foot. If you tolerate something like that it grows bigger and the problem becomes more serious. Dapat ma-nip in the bud make them more answerable (We should nip them in the bud to make them more answerable)," he said.

But Lacson also said it would be unfair to target law enforcers in a "propaganda war" similar to what he and his men endured with the 1995 Kuratong Baleleng case, which was dismissed by no less than the Supreme Court.

Lacson: Darganis' Arrest Shows No Safe Haven for Pharmally Mess Personalities

November 15, 2021 - The arrest of the Dargani siblings in relation to the Senate investigation on irregularities surrounding the procurement of medical supplies to deal with the pandemic shows no one in the mess is untouchable, Sen. Panfilo "Ping" Lacson said Monday.

Lacson said the arrest of Mohit and Twinkle Dargani Sunday by the Office of the Senate Sergeant-At-Arms (OSAA) personnel shows there is no such thing as a safe haven - not even Davao City.

"Kung inaakala ng magkapatid na Dargani na safe haven ang Davao City, just like Michael Yang and Christopher Lao are thinking, they should think again. There is no such thing as a safe haven on earth (If the Darganis thought Davao City is a safe haven just like Michael Yang and Christopher Lao, they should think again. There's no such thing as a safe haven)," he said.

OSAA personnel arrested the Darganis before they were to take a flight abroad on Sunday. Still at large are former Department of Budget and Management Procurement Service OIC Christopher Lao and former presidential adviser Michael Yang.

"There’s no safe haven on earth, even for people like Yang, Lao, and the Dargani siblings. Davao City is not a haven. They should stop thinking di sila magalaw doon. As what was proven yesterday, they are now in the Senate premises. They will be ‘forced’ to attend the Nov. 25 Blue Ribbon hearing," he said in an interview on ANC.

He added the OSAA led by retired Maj. Gen. Rene Samonte "deserves commendation from the senators and the Filipino people as well."

Also, Lacson said that while Yang appears "untouchable" so far, "our people in the Senate are not sleeping on the job," and that both he and Lao "have been cited for contempt."

Meanwhile, Lacson reiterated that the Senate should continue to learn its lessons from the Darganis' near-escape and adapt accordingly.

"It bears repeating that we should also continue to learn our lessons from what happened and adapt accordingly - in this case, making sure that even with virtual hearings, the Senate retains its element of surprise and does not telegraph its moves," he said.

 Lacson Has High Expectations for Eleazar in Senate

November 14, 2021 (BACOLOD CITY) - Sen. Panfilo "Ping" M. Lacson has high expectations for retired Philippine National Police chief Guillermo Eleazar if he wins a Senate seat in 2022.

Lacson said Saturday that Eleazar is willing to continue his public service even after his retirement as PNP chief upon reaching his 56th birthday.

"Mukhang gusto niya. Siya na rin ang nakakaalam. Sa ngayon pagkakaalam ko gusto niya patuloy na pagsilbi sa ibang larangan (He wants to continue serving the nation. As far as I know he wants to continue his public service in a different field)," he said in an interview with DYHB radio here.

Lacson, who restored the PNP's glory days when he headed it from 1999 to 2001, said Eleazar had been considering a Senate run for some time.

He said that when he and Senate President Vicente "Tito" Sotto III asked Eleazar what his post-retirement plans were during the deliberation of the Department of Interior and Local Government (DILG) last Thursday, Eleazar had plans to run for an elective post.

At the time, he said Eleazar had informed DILG Secretary Eduardo Ano of his decision, but had not yet told his family.

Lacson said Eleazar shares the ideals and qualities of Partido Reporma in terms of tough and trustworthy leadership in public service.

"Eleazar’s addition to the Partido Reporma senatorial slate reinforces the Lacson-Sotto campaign’s edge in integrity, experience and courage in public service, as they expect the former PNP Chief to bring his toughness on crime and police abuse to the Senate with respect to legislation relevant to peace and order," he said.

Lacson also thanked Paolo “Powee” Capino, who had decided to withdraw from the senatorial race Friday, for joining the Lacson-Sotto tandem and Partido Reporma in this quest for good governance even for a short period of time.

"You would have represented well the PWD sector in the Senate. Nevertheless, Tito Sotto and I sincerely respect your decision. Good luck!" Lacson said on his Twitter account.

Lacson is running for President under Partido Reporma, while Sotto is running for Vice President under the Nationalist People's Coalition.

The tandem, along with senatoriables Monsour del Rosario and Minguita Padilla, received a warm welcome from residents upon their arrival here.

November 14, 2021 (BACOLOD CITY) - Sen. Panfilo "Ping" M. Lacson on Saturday pushed for the digitalization of government processes to curb the smuggling of sugar and other agricultural products.

Lacson said only a full automation of processes in government agencies can address smuggling, one of the most serious plagues of the sugar industry in this province.

"Ang kalaban ng sugar industry, simple lang - smuggling. Yan ang No. 1 na kalaban. Kasama sa program natin ang full digitalization (The sugar industry's biggest enemy is smuggling. It can be solved with full digitalization of government processes, which is part of our program)," he said in an interview with DYHB radio.

Lacson said part of his platform of government is the full digitalization and automation of government agencies, to minimize if not eliminate the chances of corruption.

He said that if the system is automated, it would be difficult if not impossible for smugglers to bribe computers and machines.

"If they deal with 'human' officials, there is a chance of corruption. But not as much, if at all, if they have to deal only with automated processes," he said.

Lacson and Senate President Vicente "Tito" Sotto III received a warm welcome when they arrived here Saturday for a Kumustahan with residents. Lacson is running for President under Partido Reporma while Sotto is running for Vice President under the Nationalist People's Coalition.

November 14, 2021 (BACOLOD CITY) - Sen. Panfilo "Ping" M. Lacson favors the creation of a Negros Island Region, especially if it will improve the lot of the residents in the provinces there.

"Kung ma-improve ang lot ng buhay dito (If it will improve the lot of the people here), why not? I'm always for the development of local government entities," Lacson, the Partido Reporma standard bearer, said in an interview on RMN Bacolod (DYHB).

"Whatever it takes to uplift the lives of our people in Negros or anywhere else, why not?" he added.

The NIR was implemented from 2015 to 2017. It aims to unite Negros Occidental, which is in Western Visayas; and Negros Oriental, which is in Central Visayas.

Lacson also noted that if the people in Negros Island are in favor of the NIR, there is no reason the government should not allow it.

"We should follow the will of the people, especially if the measure concerned has been studied thoroughly," he said after being informed by anchor Serge Santillan that the people are overwhelmingly for it.

Lacson and Senate President Vicente "Tito" Sotto III, who is running for Vice President under the Nationalist People's Coalition, received a warm welcome from residents upon their arrival here. With them were Partido Reporma senatorial bets Minguita Padilla and Monsour del Rosario.
