 Lacson, Sotto gain support in Mindanao


HUNDREDS of political leaders from Misamis Oriental and Bukidnon voiced support for the presidential bid of Sen. Panfilo "Ping" Lacson and his running mate and longtime ally Senate President Vicente "Tito" Sotto 3rd in the 2022 elections.

Lacson is the chairman of the Partido Reporma party while Sotto heads the Nationalist People's Coalition.

Lacson's camp said the tandem's new allies took their oath of support last week in Opol, Misamis Oriental before Partido Reporma president and reelectionist Davao del Norte Rep. Pantaleon "Bebot" Alvarez.

A similar ceremony took place in Balingasag, Misamis Oriental where a total of 144 leaders and supporters swore their allegiance to the party.

They committed help to organize widespread ground campaign activities for the Lacson-Sotto ticket, the senator's office said on Monday in a statement.

Alvarez has been dividing his time between Luzon and Mindanao, recently, to gather more advocates who would rally behind Lacson and Sotto.

Both candidates were running under the political mantra of reforming the national government through village empowerment.

On October 26, Alvarez met with Cagayan de Oro City Rep. Rolando "Klarex" Uy and reelectionist City Councilor Romeo Calizo, a retired general of the Armed Forces of the Philippines, to discuss a possible alliance.

Uy used to be a stalwart for the Liberal Party, but defected to the ruling Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) in 2016. He is currently running for mayor in Cagayan de Oro City after serving three consecutive terms in the House of Representatives.

Alvarez has been credited by his party mates for almost single-handedly dismantling PDP-Laban forces in his home province of Davao del Norte.

At present, active membership for Partido Reporma stands at nearly 10,000 and counting.

Alvarez has been working closely with Partido Reporma secretary-general Edwin Jubahib, the incumbent governor of Davao del Norte, to further expand their party's presence in Mindanao and strengthen support for the Lacson-Sotto tandem in the region.

Lacson: LGUs Should Have Greater Autonomy, Accountability to Implement Mandanas Ruling


November 2, 2021 - With greater tax revenue shares come greater accountability.


On this note, Sen. Panfilo "Ping" Lacson batted Tuesday for greater autonomy alongside greater accountability for local government units as they start getting an increased share of government tax revenues starting in 2022.


Lacson, a champion of empowering LGUs in implementing local development projects, said this is the key to true decentralization in the country while minimizing the chances of corruption in the use of the bigger revenues.


"Sa tingin ko mas makakabuti na bigyan ng laya ang LGUs. Kaya lang, palakasin natin ang reportorial at accountability. Bigyan sila ng responsibility mag-report kung paano sila nag-implement ng pagbaba ng projects (It would be for the best if we give LGUs the proper autonomy. But the LGUs must have additional accountability, including the responsibility to report how they implement their local projects)," he said in an interview on DZRJ radio.


Starting 2022, the country will implement the Mandanas ruling that increases local governments' share of tax revenues.


Under the Supreme Court ruling, Internal Revenue Allotments (IRAs) will increase from P695.5 billion in 2021 to P959 billion in 2022 - a growth rate of 37.9 percent. The ruling is expected to be fully implemented by 2024.


But Lacson said the government also has to make the proper adjustments to make sure decentralization involves not only functions but also funds.


"As we speak, the 2022 budget's compliance to the Mandanas ruling is only on paper. While functions have been devolved, the funds are still with the central offices in Metro Manila," Lacson lamented.


Lacson, who is running for President under Partido Reporma, likened the Philippines' economy to being in an Emergency Room, even as he and Senate President Vicente "Tito" Sotto III are offering their brand of leadership to address the situation.


"Ang ino-offer namin Kakayahan, Katapatan, Katapangan sa pagsagupa ng problema ng bansa (We are offering our brand of KKK in solving the problems of the nation)," he said.


One of the programs the Lacson-Sotto tandem plans to implement should they win in 2022 are:


* to fully fund the implementation of the Universal Health Care Act to provide free health care for all Filipinos


* internship programs for the youth and emergency employment programs to help Filipinos who lost their livelihood to the pandemic


* comprehensive targeted fiscal stimulus packages for micro, small and medium enterprises (MSMEs), implementation of eviction and foreclosure moratoriums, and grant of employee-retention tax credits


* a holistic approach to ending the illegal drug menace, which will include drug abuse prevention and rehabilitation instead of law enforcement alone


Lacson added he wants to leave behind a legacy where Filipinos have regained their dignity and self-respect - and what follows is just as important: restoring trust in the government. "Pinaka-important ang tiwala ng mamamayan sa ating pamahalaan (The trust of our people in government is very important)," he added.

 Comments and Observations on Election Surveys


Past election surveys show that the most accurate were done just about a week or 2 before elections. Current pre election surveys are not reliable gauge because of still many unknown factors at this early stage and doubtful survey methods used by many survey groups. Worst, some are conducted for mind conditioning of the public or just part of  election strategy. Among the more reliable are the well - established, Pulse Asia and Social Weather Station, which follow standard survey methods. The following are comments and observations on some current election surveys:


1. Kalye Survey - Several street surveys already made with the latest showing BBM as leading in Mindanao (Headline of The Manila Times 1 Nov 2021). It claims the use of YouTube vlogger in real time real man survey on the street. Since no factual evidence are presented, the method remains contradictory and partial by its very nature. Assuming that it was really conducted, a top Filipino statistician who previously was head or member of major statistical bodies both local and international, Jose Ramon Albert, said that Kalye survey is highly unreliable  in measuring trend of voting for national positions.


2. On - Line Survey - Non Face to Face survey done on-line particularly Facebook is beset with problems because of the proliferation of troll farms and Buying Facebook  Likes Services. This was shown by the recent Facebook survey conducted by Rappler and Manila Bulletin which were participated in  by fake accounts. An online tool Sparktoro likewise discovered fake followers of some presidential candidates, an indication of existence of their own trolls. In the case of  Rappler, its survey registered that Leni was leading from 7-12 October but on the night of 12 to the morning of 13 October or about 10 hours the survey site was swamped by BBM likes even coming as far away as Pakistan and Arab account holders, which led to the system take down. Relatedly, a tech editor of Manila Bulletin, Art Samaniego, revealed that 100 Facebook Reactions cost 3$US while 20000 Facebook Reactions cost 29 $US.


3. Publicus Asia - Performs better than the Kalye survey and On-line/ Facebook survey. However, its 3QTR survey where BBM registers huge lead is vague without explaining even in general terms how it was arrived at. Its claim of using 1, 500 respondents from a total of 200, 000 panel currently maintained by an unnamed Singaporean company for market research did not help as it raises more questions. The academic credentials of Publicus owner, Maria Lourdes Tiquia and Chief Data scientist, David Yap look impressive enough. However, their works at Publicus need to show that they are not influenced by the fact that Ms Tiquia is a mainstay of The Manila Times while Mr Yap was a senior adviser of Sen Imee Marcos in the 2019 election.

We need a strong and honest leader!

With all the problems he will be inheriting starting July 2022, we need a leader who can perform with a rating of at least 90, on a scale of 0 to 100 and 75 as passing.


If we have been suffering as a nation for almost 56 years since December 31, 1965, it is because all our leaders failed us. Here are my ratings of our presidents (you are encouraged to make your own):


Ferdinand Marcos - 50

Corazon Aquino - 59

Fidel Ramos - 64

Joseph Estrada - 54

Gloria Macapagal Arroyo - 63

Benigno Aquino III - 57

Rodrigo Duterte- 40


Briefly, the above grades are based on the following:


 1. Philippine economy relative to the performance of other ASEAN countries;

 2. Corruption in government;

 3. Kleptocracy;

 4. Extra-judicial killings and Martial Law atrocities;

 5. Peace and order, terrorism;

 6. Governance;

 7. Protection of Filipino interests;

 8. Diplomacy and foreign relations; and,

 9. Statesmanship.


In the 2004 report of Transparency International Global Corruption, Ferdinand Marcos was listed no. 2 while Joseph Estrada was no. 10 among the top 10 most corrupt leaders of the world.

Filipino lives were needlessly lost because of communist insurgency (about 50,000 in 52 years), extra-judicial killings (7,000 to 20,000+), Martial law victims (3,257), Masasapano massacre (44 SAF, 19 MILF/BIFF, 7 civilians), and many more in the Mindanao conflict.


It is only in the Philippines where the communist insurgents have more rights and privileges than the ordinary citizens. Jose Maria Sison and his comrades were released from prison without any conditions in 1986. The anti-subversion law was repealed. Benito Tiamzon, believed to be the Chairman of the CPP-NPA, was released from prison together with his wife Wilma. Now the Leftists are in Congress and we do not even know how much of our taxes were allegedly channeled to the insurgents.


Today we have President Duterte, the proponent of extrajudicial killings, who loves the Mainland Chinese and the Pharmally owners more than the suffering Filipino people. He is our worst President because,  among other reasons, he called our God stupid.


The Philippines is for all Filipinos. Our Pearl of the Orient is not a playground or a milking cow of the Marcoses, Aquinos, Estradas, Macapagals, Ramoses, and Dutertes. It is time for change!


Given our predicament, let us pray to our God in heaven to please give us a God-fearing leader who will get his strength and wisdom from Him, and save us from further misery and suffering.
