 Lacson: Joint Venture with China in WPS Should Follow PH Constitution

October 31, 2021 - Sen. Panfilo "Ping" M. Lacson is open to the Philippines entering a joint venture agreement with China to develop the West Philippine Sea - but so long as China follows the 60-40 provision in the Philippine Constitution.


Lacson, speaking at a presidential forum Saturday evening, said this would show that the Philippines owns and has sovereign rights over the area.


"As long as they adhere to the Constitutional provision of 60-40, I am all for it. If it's 60-40 it shows we 'own,' we have sovereign rights over the area," he said at the forum organized by the Financial Executives Institute of the Philippines, Federation of Filipino Chinese Chambers of Commerce and Industry, Cignal TV and The Manila Times.


"If they would adhere to 60-40, I'm all for it. If not we should go back and review our security situation," he added.


Under Sec. 2, Art. XII of the 1987 Constitution, the State "may enter into co-production, joint venture, or production-sharing agreements with Filipino citizens, or corporations or associations at least sixty per centum of whose capital is owned by such citizens."


Lacson cited information indicating the West Philippine Sea is rich in natural gas and oil that could help address our energy needs, and that China has sent geologists to the area as far back as 1968.


But he said that if China would not agree to the 60-40 rule, the Philippines can turn to its allies, especially those it has bilateral agreements with.


Countries like Australia and Japan and even the European Union have now shown more willingness to patrol the area as they have interests in making sure the area is open to maritime trade.


"We should seize the opportunity," Lacson said.

Lacson Cautions Govt vs Complacency Amid Declining Covid Cases

October 30, 2021 - Until the number of Covid cases drops to zero, the government cannot claim success in its efforts to address the threat, Sen. Panfilo "Ping" Lacson stressed Saturday.


Lacson said the drop in Covid cases in past weeks should not lull authorities into a false sense of security.


"Masasabi nating tagumpay na tayo kung zero tayo sa cases. As long as may isa o dalawa, e libo pa tayo, di pwede sabihin (We can claim success only if we have zero cases. As long as there are new cases, even one or two, we cannot do so. And we are still having new cases by the thousands)," he said in an interview on DWIZ radio.


He noted that in other countries and territories, authorities call for meetings among government officials if there is even one new case.


In the Philippines, Lacson lamented there are still lapses being committed by the government and issues that have to be addressed - including lack of trust by the public for some vaccine brands.


Also, he stressed the need to curb corruption especially in the Department of Health, so it can maximize limited resources to procure and administer the needed vaccines.


Currently, he noted the DOH has yet to crush the syndicates behind the overpricing of medical supplies including ambulances procured using Health Facilities Enhancement Program (HFEP) funds.


Lacson, who is running for President under Partido Reporma, also pointed out the need to devolve the DOH's funds to local health units instead of devolving only the functions and keeping the funds in the central office.


"Devolution tayo devolve lang function pero naiwan ang pera sa taas (We talk of devolution but only the functions are devolved; the funds are still in the central office)," he said.

 Lacson: Presidential Debates, Yes; Mudslinging, No

October 30, 2021 - Yes to presidential debates and forums to showcase one's platform of government; and no to mudslinging, intrigue and other forms of gutter politics.


Sen. Panfilo "Ping" Lacson made this clear on Saturday as he said this is the pact he made with his running mate, Senate President Vicente "Tito" Sotto III.


"Gusto naming ibahin. Ang gutter politics at siraan, iiwasan. Ang iba nagsisiraan, kami hindi nakikihalo (We want to be different. We will not take part in gutter politics and intrigue even if others engage in it. We won't take part in that)," Lacson said in an interview on DWIZ radio.


"Pag issue lamang kami kasi ang pinaglalaban namin ang experience, track record at ginawa namin, both executive and legislative work (We will engage our rivals on issues because we have the experience and track record as workers both in the executive and legislative departments)," he added.


Lacson, who is running for President under Partido Reporma, had a law enforcement career spanning 30 years, including serving as Philippine National Police chief from 1999 to 2001, before becoming senator. He also served as Presidential Assistant on Rehabilitation and Recovery (PARR).


Sotto, who is running for Vice President under the Nationalist People's Coalition, served as Quezon City vice mayor and helmed the Dangerous Drugs Board aside from serving in the Senate.


Lacson is the first presidential candidate to be interviewed in a presidential forum organized by the Financial Executives Institute of the Philippines, Federation of Filipino Chinese Chambers of Commerce and Industry, Cignal TV and The Manila Times. The forum is to be held Saturday evening.


Aside from Saturday evening's forum, Lacson said he and Sotto are ready to take part in other forums to present solutions on how to deal with the country's humongous problems.


"Bukod sa debate may ganyang forum ino-organize, willing kami maglahad ng road map at platform. Mabuti yan para maunawaan ng iba't ibang sector ang aming planong gawin (Aside from debates, we are prepared to present our platforms of government in other forums. These are good venues for us to let the public know our proposed solutions to our country's woes)," he said.

 What Makes Pampanga Memorable for Ping

October 30, 2021 (MEXICO, Pampanga) - For Sen. Panfilo "Ping" Lacson, Pampanga will always be memorable for him not just because of its Parol (Christmas lanterns) and culinary pride, but also because of one of his biggest law enforcement achievements.


Lacson, who personally attended his and Senate President Vicente "Tito" Sotto III's Kumustahan rally here, said he and his men spent Christmas 1992 and New Year's Day 1993 in Pampanga trying to neutralize a notorious kidnap-for-ransom gang.


"Hindi ko makalimutan, noong 1992 dito kami nagpasko sa San Fernando kasi dito ang area of operation, nagkaroon kami ng technical surveillance (I cannot forget Pampanga. I spent Christmas of 1992 in San Fernando because we were holding technical surveillance then)," he said.


He said their quarry at the time was Alfredo "Joey" de Leon, leader of a kidnap-for-ransom gang. De Leon's Red Scorpion Group had been tagged behind several kidnap-for-ransom incidents, which occurred three to four times a week during the early part of the Ramos administration.


At the time, Lacson was the newly appointed head of the Presidential Anti-Crime Commission's Task Force Habagat, which was tasked to stop kidnapping, holdups and other heinous crimes.


Lacson also recalled he and his men had to spend the holidays eating biscuits and sardines on the hood of their vehicle.


"Our then chairman, then Vice President Joseph Estrada, gave us until yearend 1992 to stop the gang. We got the job done in February 1993 when de Leon was killed in an encounter at the boundary of Pampanga and Bulacan," he said.


"Hindi ko makalimutan kung ako napunta sa Pampanga, yan ang aking iniikot (So I cannot forget Pampanga because that is what I remember when I visit or pass through here)," he said.

 Lacson: Each Filipino Now P120,000 in Debt

October 30, 2021 (MEXICO, Pampanga) - Each Filipino, even those just born today, is already in debt by at least a whopping P120,000 even as the national debt has reached P11.92 trillion as of end-September, Sen. Panfilo "Ping" M. Lacson lamented on Friday.


Lacson, who personally addressed attendees at his and Senate President Vicente "Tito" C. Sotto III's Online Kumustahan here, noted the national debt is projected to reach a staggering P13.42 trillion by June 2022.


This is compounded by the problems brought by the pandemic, which has negatively affected Filipinos' health and the country's economy, he said.


"Ang pandemya di natin alam kailan matatapos. Pangalawa, dulot ng pandemya, lumobo ang ating pambansang utang (We do not know when the pandemic will end. Second, because of the pandemic, our national debt has ballooned)," Lacson said.


He said that while the debt stood at P5.9 trillion when the Duterte administration started in 2016, it is projected to swell to P13.42 trillion by June 30, 2022.


The Bureau of Treasury said Friday that as of end-September, the national debt has ballooned to P11.92 trillion.


"Pag ganito kalaki ang utang natin, ang projected nating population sa June 2022, 111 milyon na tayo - bawa’t isa sa atin, pati ang pinapanganak sa oras na ito may taglay na utang na P120,000 (If our debt is this big, each of us - even those born now - will be in debt by P120,000)," he said.


Worse, Lacson said this is only one of the problems facing the next leader, with the other problems including peace and order and sovereignty at the West Philippine Sea.


Lacson - who is running for President under Partido Reporma alongside Sotto, who is running for Vice President under the Nationalist People's Coalition - said the next leader must face all these problems while leading the nation to recovery from the pandemic.


He reiterated his call to empower this municipality, along with all local government units in the country, with proper funds for them to implement their local development projects - such as livelihood programs for drivers and senior citizens, as well as improved "ayuda" that will empower families amid the pandemic.


Lacson has championed empowering LGUs through his Budget Reform Advocacy for Village Empowerment (BRAVE) advocacy.


"Walang nakakaalam ng prayoridad at pangangailangan more than the local government officials (No one else knows the needs and priorities of LGUs than the local officials)," he said.


Also, Lacson stressed anew the need to make judicious use of limited public funds, including the P5.024-trillion budget for 2022.


He likewise reiterated his commitment to get rid of corruption through tight discipline of the bureaucracy, combined with leadership by example.


Lacson said Pampanga is memorable for him as he and his men spent Christmas 1992 and New Year 1993 there, conducting technical surveillance against Alfredo "Joey" de Leon, leader of a kidnap-for-ransom gang.
