Lacson Blasts Gov't Hospitals' Humongous Off-Budget Income: Konsensya Issue Ito

October 14, 2021 - How could government-run hospitals have billions of pesos in off-budget income in the past several years, yet still charge Filipinos who are confined there?


Sen. Panfilo M. Lacson raised this question Wednesday during his interpellation of the Department of Health (DOH)'s proposed budget for 2022.


Lacson stressed the huge amounts could have been used to help defray the expenses of poor patients, especially those who lost their livelihood due to the Covid pandemic.


"Why would we still charge patients hospitalization fees at a time of pandemic? Should it not be that the amount be used to cushion the suffering of our people who are confined in government hospitals?" he asked. DOH Secretary Francisco Duque III replied, "Yes, Sir."


"Hindi ba parang may kaunting konsensya issue rito (Should there not be an issue of conscience here)? We’re not using the budget yet we’re charging patients," Lacson added.


"I think a review of these off-budget accounts is in order para maipuno natin sa pangangailangan (so we can help those in need)," he said.


Also, Lacson noted this may be a sign that something is wrong with the management of government hospitals. "Kumikita naman, bakit di nagagamit? That’s my point (They are earning income but why is that income not put to good use? That's my point)," he said.


Lacson cited the Budget Expenditure and Sources of Financing (BESF), where the DOH's off-budget accounts indicated government hospitals' retained income for 2021 hospital fees amounted to P448.439 billion.


Duque admitted being "dumbfounded" by the P448-billion amount and promised to look into this. "We’ll look into these, and have it reviewed right away," he added.


Philippine Heart Center executive director Joel Abanilla said the amounts are "shockingly and ridiculously high."


Off-Budget Accounts under the BESF reflect Retained Income/Receipts for the DOH from all its ‘retained hospitals’ with the following sources/nature of revenues: hospital fees, drugs and medicines, rent/lease income, seminar/training fees, certification fees, income from hostels/dormitories and other like facilities, income from printing and publication, and other business income. The class/nature of its expenditures only indicated “Augmentation of MOOE and CO.”


Duque later cited a clarification from his office indicating the off-budget account for 2021 amounted to P21.3 billion instead of P448 billion, as the Eastern Visayas Medical Center submitted inaccurate figures that should have been P448 million and not P448 billion. He said the DOH will coordinate with the Department of Budget and Management to have this corrected.


Still, he said the DOH will still review the hospital incomes due to the huge amounts involved.


According to Lacson, off-budget accounts amounted to P4.789 billion in 2016, P9.092 billion in 2017, P6.156 billion in 2018, P7.667 billion in 2019, and P8.035 billion in 2020.


"We are among the few countries without zero billing in government hospitals. In countries like Cuba, citizens need not pay for hospitalization if they are confined," Lacson noted.


"It doesn’t make sense that the DOH does not spend its off-budget accounts, yet is still punishing our patients by billing them, especially during the time of Covid when so many have lost their livelihood. They have to run to senators, congressmen, mayors, and governors for help. It’s rather cruel for government hospitals to be charging patients when so much is left in their off-budget accounts," he added.


Meanwhile, National Kidney Transplant Institute director Rose Marie Rosete-Liquete said their service cases have no balance billing even for Covid cases.

 Noli de Castro withdraws senatorial candidacy

MANILA (UPDATE)—Veteran newsman Noli de Castro announced Wednesday he is withdrawing his senatorial bid, less than a week after announcing his candidacy. 

In a statement, De Castro said that while he had already filed his candidacy last Friday, he had a change of heart and saw that he would better serve the people as a newsman.

"Isinumite ko ang aking kandidatura sa Comelec noong Biyernes. Ngunit nagkaroon ng pagbabago ang aking plano," he said.

(I submitted my candidacy in Comelec last Friday. However, there is a change in plan.)

"Nais kong iparating sa lahat ng aking mga kaibigan at supporters na naghahanda na sanang tumulong sa akin, na nagpasiya akong hindi na ituloy ang aking kandidatura."

(I want to inform all my friends and supporters who are gearing up to help me that I have decided not to continue my candidacy.)

While he is dropping his plan of seeking a seat at the Senate, De Castro stressed he would continue serving the public. 

"Kasabay ng pagdarasal sa Poong Nazareno, napag-isip-isip kong mas makatutulong ako sa pagbibigay ng boses sa ating mga kababayan sa pamamagitan ng pamamahayag," he said.

(Together with my prayers to Black Nazarene, I have realized that I could better help giving voice to the public through broadcasting.)

He said he would continue to be the "voice of the public," especially at a time of political noise while others use their power for selfish interests. He also thanked Manila Mayor Isko Moreno and the Aksyon Demokratiko party for accepting him to the party.

'WE RESPECT HIS DECISION'

For his part, Moreno said he respects De Castro's decision and wished him well. 

"Vice Pres. Noli has personal reasons for giving up his senatorial run, which we respect. In truth, when my team was convincing him to run once more for the Senate, he contemplated on it for a long time," he said. 

"We respect his decision to forego his re-entry into national politics, and wish him well because we know that he will continue to have the best interests of our people, as the Pambansang Kabayan, in his heart.”

Aksyon Demokratiko chairperson Ernest Ramel said De Castro would continue to be a member of the party.

"We will continue to consult with him having vast experience in public service and his dedication to the welfare of the Filipinos. We are saddened by his decision but we wish him all the best in his future endeavors," he said.

Last week, De Castro bid goodbye to ABS-CBN as he announced plans to mount a political comeback in the 2022 elections.

De Castro topped the senatorial election in 2001 but did not finish his 6-year term after winning the vice-presidency 3 years later. 

De Castro, more popularly known as "Kabayan," returned to broadcasting in 2010 at the end of his term as vice-president. 

He anchored ABS-CBN's prime time newscast "TV Patrol" and hosted a radio morning program on TeleRadyo.

Before entering politics, the veteran journalist, whose full name is Manuel Leuterio de Castro, Jr., started his broadcasting career as a field reporter in RPN in 1976.

He transferred to ABS-CBN in 1986 as segment host of "Good Morning, Philippines."

He then anchored various television and radio shows for the network, including the popular "Magandang Gabi, Bayan".

De Castro was born in Pola, Oriental Mindoro. He earned a degree in banking and finance from the University of the East.

 Entrapment, Tight Discipline Await Corrupt Cabinet Members Under Lacson-Sotto Leadership


October 12, 2021 - A different brand of discipline awaits rogue Cabinet officials who dare to extort or engage in other illegal activities under the leadership of Sen. Panfilo M. Lacson and Senate President Vicente C. Sotto III as President and Vice President should they win in next year's polls.


"If we become President and Vice President of this country, Filipinos may yet witness the spectacle of a Cabinet member turned rogue being arrested for extortion. This is the kind of discipline that the Lacson-Sotto leadership intends to instill in government officials," Lacson said on his Twitter account Tuesday.


"It’s about time na ang example ay manggaling sa kataas-taasan. Hindi pwedeng ang sinisibak lamang ay yung maliit at hindi sumusunod kasi nakikita sa taas namamayagpag (It's about time we make example of higher-ranking officials. We cannot fire the small fry just to let the big fish continue to extort)," he added in an interview on Radyo 5.


Lacson, who has proven to be a scourge against corruption as law enforcer and lawmaker, also pushed anew for the digitalization and interoperability of systems in government agencies to minimize corruption.


He said that while agencies like the Bureau of Customs are computerized, their systems are not yet automated such that human intervention and red tape are still possible.


"Pag pinalitan mo ang buong bureaucracy, mangangapa at kung madapuan, mangyayari na naman. Dapat ang approach is systematic, hindi pwedeng tao lang ang papalitan (If you just change the personnel, they will be lost in their new assignments. Worse, if they get bitten by the corruption bug, the problem starts all over again)," he said.


Also, Lacson noted many personnel in the BOC would merely observe the new head for a few weeks to see if he or she has the political will to reject corruption.


"Marereporma rin ang mga tao. Pero pag nakitang 'Task Force Pakilala' lang, tapos bibigay din, backsliding lahat yan (People can reform too, but if they see the new head would give in to corrupt personnel and practices, they will all backslide)," he added.
