 Lacson Leadership Guarantees Equity for Women

October 7, 2021 - Women will get much better opportunities to hold key posts in government, as gender equality will be one of the highlights of a Lacson presidency.


Sen. Panfilo M. Lacson stressed this Thursday as he noted women have excelled as leaders such as German Chancellor Angela Merkel and New Zealand Prime Minister Jacinda Ardern.


"Napakaraming magagaling na women leaders hindi lang sa ating bansa kundi sa buong mundo rin (There are so many great women leaders not just here but around the world)," he said in an interview on One News.


Lacson also cited studies indicating that all over the world, including the Philippines, men may be more prone to corruption than women.


He also maintained that the key qualifications would still be performance, competence and integrity, regardless of gender.


"Sa akin ang laging tinitingnan ko ang competence, especially integrity kasi napakaimportante (As far as I'm concerned, I put a premium on competence, especially integrity)," he said.


Lacson, who filed his Certificate of Candidacy for President on Wednesday, said the next leader will have to correct the systemic problems in many government agencies and financial institutions.


He cited as examples the practices in PhilHealth, Government Service Insurance System and Social Security System, where members' contributions are used as income to pay for items like representation expenses.


"It’s unfair to the members to treat their contributions as income ng GFIs. Yan isa lang ito na nakita natin na pwedeng baguhin in terms of the management of these institutions (That is one thing we have to change in terms of the management of these institutions)," he said.

 Lacson: Bank Secrecy Law Protection Should Exclude All Gov't Officials

October 7, 2021 - All public servants - from the clerk all the way to the President - must be excluded from the "protection" of the Bank Secrecy Act, Sen. Panfilo M. Lacson said Thursday.


Lacson said this will help curb corruption as government officials and employees who enrich themselves while in office will have a harder time hiding their ill-gotten gain.


"Whether janitor or clerk, all the way up to the President, kailangan di ka protektahan ng Bank Secrecy Act (Whether you are a janitor or clerk, all the way up to the President, you should not be protected by the Bank Secrecy Act)," he said in an interview on One News.


He lamented the provision of the Bank Secrecy Act (RA 1405) prohibiting the disclosure of or inquiry to bank deposits has frequently been exploited to “hamper and stall investigations” of government officials and employees suspected of enriching themselves while in public office.


Lacson said he has filed bills to exclude public servants from the Bank Secrecy Act's protection in the last three Congresses, including Senate Bill 26 in the 18th Congress.


Unfortunately, Lacson said these bills were not passed.


"Hindi dapat kasama sa provision ng Bank Secrecy Law once na pumasok ka sa gobyerno dapat hindi ka kabilang sa protection na binibigay ng Bank Secrecy Act. Sa kasamaang palad di ito umusad (Once you enter government service, you should be excluded from the Bank Secrecy Act. Unfortunately, my bills to the effect were not passed)," he said.

 Black Propaganda Bid vs Lacson Exposed by Veteran Journalist

October 7, 2021 - A black propaganda campaign is targeting Sen. Panfilo M. Lacson, with its proponents approaching a journalist for the job.


Columnist and TV talk show host Cito Beltran bared this to Lacson Thursday morning, during an interview on Beltran's talk show "Agenda."


"Nilapitan ako ng isang PR para gibain ka (I was approached by a PR operator to conduct black propaganda against you)," Beltran told Lacson.


But Beltran said he refused the offer and demanded to see the evidence first.


"Thank you for confirming it," replied Lacson, who has been at the receiving end of black propaganda since his first term as senator in 2001.


Earlier, Partido Reporma spokesperson Ashley Acedillo bared dirty tricks against Lacson's 2022 presidential bid, including fake news circulating on social media that he had withdrawn or is withdrawing from the race; and a rigged mobile presidentiable 'text' survey that excluded Lacson's name from the list of choices.


Lacson recalled that since 2001, he had been at the receiving end of black propaganda from the Arroyo administration. He said he was forced to file libel charges against the parties involved to protect his dignity.


In 2017, former Intelligence Service of the Armed Forces of the Philippines head Victor Corpus apologized to Lacson for linking him to illegal activities. The Philippine Daily Inquirer also issued an apology for publishing opinion items containing the fake news in 2019. On the other hand, the Supreme Court had also junked with finality the cases against Lacson.


However, Lacson said it is now time to decriminalize libel since information technology has become borderless.


"Ako supportive to decriminalize libel. Borderless na ang ating information technology (I am supportive of moves to decriminalize libel, as our information technology has become borderless)," he said.

 On the President's 'Threat' to Arrest Senators

October 7, 2021 - Alam naman natin na hindi gagawin at hindi pwedeng gawin ng Pangulo na ipaaresto at ipakulong ang kahit sinong tao, senador man o hindi.


Only a court of law can issue a warrant of arrest in accordance with the rule of law or under Rule 113 of the Rules of Court. Under Section 5, even a warrantless arrest or citizen’s arrest has clearly defined circumstances.


The President is a lawyer. He should know his law.
