 Lacson Leadership to Fight 'Syndicates' In and Out of Gov't


October 6, 2021 - A no-nonsense, corruption-free brand of leadership will be the best weapon against syndicates, both inside and outside the government.

Sen. Panfilo M. Lacson offered this brand of leadership on Wednesday as he filed his Certificate of Candidacy for President for the May 2022 general elections.


"Kahit minsan hindi tumanggap ng suhol kapalit ang serbisyo publiko – nananatiling walang bahid ng korapsyon ang siya naming gagamiting pinakamabisang armas upang buwagin ang mga sindikato sa loob at sa labas man ng gobyerno (A corruption-free brand of leadership is our strongest weapon against syndicates in and out of the government)," he said after filing his COC.

With Lacson was Senate President Vicente C. Sotto III, who filed his COC for Vice President.

Lacson - who during his public service gained experience as a soldier, Philippine National Police chief, Presidential Assistant for Rehabilitation and Recovery and senator - reiterated his leadership will include a disciplined bureaucracy and the proper use of the national budget to benefit all Filipinos, especially those in remote areas.

"Marapat lamang na mauna ang kapakanan ng higit na nakararaming Pilipino (It is only proper that we prioritize the greatest number of Filipinos)," he said.

Lacson said it is time for Filipinos to get back their dignity and self-respect, but this should start with their leaders.

"Kapag ang namumuno ay matino at nirerespeto, panalo ang pangkaraniwang Pilipino (When the leaders are competent and well-respected, the ordinary Filipino wins)!" he said.

For his part, Sotto said he and Lacson are offering themselves now to the people to hold the reins of the executive department.

"We know the ills, we know the solution. Balance the budget, budget reform, bring the money to the people and enhance the fight against illegal drugs by more emphasis on demand reduction strategy. Victory can only be achieved through God’s grace. We choose to trust Him every step of the way," he said.

 Videos Don't Lie: Lacson Bares Conflicting Testimonies of Pharmally's Mago



October 5, 2021 - Video clips don't lie. Sen. Panfilo M. Lacson thus bared Tuesday the conflicting testimonies of Pharmally Pharmaceuticals "employee" Krizle Mago before the Senate last Sept. 24, and the House of Representatives last Oct. 4.

Lacson shot down Mago's claim before the Lower House that her admission of acting on instructions of higher management to instruct a warehouseman to tamper with "expired" labels on face shields was a "pressured response."

At Tuesday's hearing of the Senate Blue Ribbon Committee on the irregularities in the purchase of medical supplies to deal with the Covid pandemic, Lacson had a video clip played showing Mago was not pressured in her admission during the Sept. 24 hearing.

"You be the judge, Mr. Chairman, if that was a pressured response and if she was bullied by this representation when she admitted that Mr. Mohit Dargani gave her the instructions to have the stickers changed," Lacson said.

On Oct. 4, Mago told the House of Representatives that her admission before the Senate last Sept. 24 was a "pressured response."

But in the video clip of the Sept. 24 hearing, Mago seemed composed when she testified that she was acting on instructions of higher management, particularly Mohit Dargani.

Meanwhile, Lacson reiterated the Senate is never a criminal court or involved in a witch-hunt, as insinuated by President Rodrigo Duterte during his address televised Monday night.

"The Senate never claimed to be a criminal court. We investigate in aid of legislation as we had always done in the past, which resulted in some meaningful laws like the amended Anti-Hazing Law and many more meaningful legislations," he said.

"But neither is the Senate investigation a witch-hunt. Our inquiries also led to the filing of criminal charges against certain government officials as well as their civilian cohorts," he added.

He also cited the memorandum from Executive Secretary Salvador Medialdea informing heads of the departments and agencies, including government-owned or controlled corporations and government financial institutions, that the President has directed them to "no longer appear before or to attend" the Senate Blue Ribbon Committee hearings, and to instead focus their time and effort to address the state of calamity due to Covid-19.

"It bears repeating that all branches of government should work together against the common enemy which is corruption. The recent pronouncements made by the President may not be helping in this regard," Lacson stressed.

 Politicking? Lacson Questions PNP Official's 'Global Coalition'


October 5, 2021 - Sen. Panfilo M. Lacson questioned on Tuesday a supposed "global coalition" in the Philippine National Police (PNP) that may potentially be used for partisan politics.


Lacson questioned the purpose of the "Global Coalition of Lingkod Bayan Advocacy Support Groups and Force Multipliers," which was launched on June 25 this year.


"The last time I heard, the PNP is a territorial force. It is supposed to address internal threats. Why a 'global coalition'? Bakit kailangan ng force multiplier na global, e internal threat tayo? Mukhang OFWs ang target nito," he asked the PNP during his interpellation of the Department of Interior and Local Government's budget for 2022.


"I'll be blunt... Pampulitika ito ng Community Relations (I'll be blunt. This looks like a tool for politicking by the PNP's community relations arm)," he added.


A couple of months ago, Lacson said Police Maj. Gen. Rhodel Sermonia, the then director of the PNP Police Community Relations unit, has much explaining to do on his involvement in activities involving the gathering of data including email addresses and phone numbers. He added Sermonia had already been “lambasted” by Foreign Affairs Secretary Teodoro Locsin Jr. for campaigning in the 2019 midterm elections using our embassies’ resources.


Lacson, who headed the PNP from 1999 to 2001, questioned in particular why the PNP would look for force multipliers abroad such as in Dubai, Saudi Arabia and Hong Kong - when the PNP's mandate is only to address internal threats. "What gives?" he asked.


Also, Lacson said he was not convinced with the "assurance" of PNP chief Guillermo Eleazar that this activity of the PNP to engage with the public will not be used for political purposes, "the nomenclature itself suggests otherwise."


"Naghahanap kayo ng member sa areas na maraming OFWs. How can they help enhance the anti-criminality campaign of the PNP that is supposed to address only internal threats? Di ko ma-reconcile (You are looking for members in areas with many OFWs. How can they help enhance the anti-criminality campaign of the PNP that is supposed to address internal threats? I cannot reconcile this)," he said.


Lacson said that if the "global coalition" is indeed not meant to be used for partisan politics, the "Global Coalition" part of its nomenclature should be removed.


Lacson questioned as well the use of other government agencies for partisan politics, including a recent social media attack on him.


He said that when he questioned earlier the propriety of the "Global Coalition," he was attacked last Sept. 20 on the official Facebook and Twitter accounts of the National Task Force to End Communist Armed Conflict (NTF-ELCAC), particularly the office of Undersecretary Lorraine Badoy.


The attacks, which were taken down, quoted ex-New People's Army cadre Jeffrey Celiz.


"Kung hindi pulitika ito I don’t know what is (If that is not politicking, I don't know what is)," he said.

 Lacson Pushes Downloading of HFEP Funds for District Hospitals

October 5, 2021 - To ensure that district hospitals get their much-needed funds, Sen. Panfilo M. Lacson pushed on Tuesday for the devolution of the budget of the Health Facilities Enhancement Program (HFEP) from the Department of Health central office.

Lacson said local government unit (LGU) officials he has talked to have expressed concern that while the district hospitals are located in their areas, the funds are still lodged with the DOH central office.

"Bakante or kulang ang facilities or unmanned ang district hospitals, because DOH sometimes is slow in downloading or procuring equipment for district hospitals. Hindi nagkaroon ng serbisyong totoo sa district hospitals (District hospitals are unmanned or do not have enough facilities because the DOH is sometimes slow in downloading or procuring equipment for district hospitals. There is no true service in district hospitals as a result)," Lacson said in interpellating the 2022 budget of the Department of Interior and Local Government (DILG).

He then proposed to ensure that local units can implement and procure the needed facilities for district hospitals and even provincial hospitals.

"I think for the 2022 budget, we should itemize and even earmark already funds for the HFEP and even personnel that will man the district hospitals. Kulang na kulang ang pondo sa ibang provinces especially the poorer ones, nakatiwangwang sa district hospitals (For the 2022 budget, we should itemize and even earmark funds for the HFEP and even personnel that will man the district hospitals. Funds are needed especially in the poorer provinces)," he emphasized.

This will allow the local units to implement and procure the needed facilities for district hospitals and even provincial hospitals, Lacson said.

Lacson, who has championed the downloading of funds to the LGUs for their development projects, maintains that this will also address the situation of the DOH's unused appropriations growing bigger.

"Ang nangyayari ngayon, ang laki ng unused appropriation sa DOH (What is happening now is that the DOH has a huge unused appropriation)," he posited.

Senate local government panel chairman Francis Tolentino shared Lacson's stand. "Totally agree," he said.

Meanwhile, Lacson reiterated his call for the participation of civil society organizations in the planning of local development projects.

He said some LGUs do not invite CSOs because they deemed them to delay the preparation of local development plans. He cited records showing that of 1,452 LGUs, only 87 percent comply with the requirement to have CSOs participate in preparing local development plans.

"I always emphasize the importance of citizens' participation. I’m encouraging that in committee hearings at the national level, there should be at least observers or resource persons from CSOs. But my question is, in actual practice, are they really actively participating?" Lacson asked.

WINNABILITY: He was 3rd overall with 15.5M votes in 2007 and 4th overall with almost 17M votes in 2016 despite running for senator as an Independent candidate, and despite the political persecutions, demolition jobs and character assasination thrown against him.

MATURITY: He has the idealism of the youth and the wisdom of the old. 

HONESTY: He did not enrich himself even when young and until now while in public office. He is not expected to enrich himself in the remaining years of his life, even as president.

EXPERIENCE: He is the only one among the presidential candidates who had held a national office as an executive on top of more than 100,000 officers and men of our national police scattered down to our remotest barangay. 

NATIONAL SECURITY: More than any candidate, he has the training and experience to deal with both our domestic and international security problems, specifically local insurgency  and international terrorism, not to mention our problem with China.

NATIONAL DEVELOPMENT: He is an experienced legislator who studies the details and numbers in our budget in relation to our problems.

He was never partisan and has no political color, but always pro-Filipino. He lives by the motto: “Ang tama ay panatilihing tama at ang mali ay itama”.

CHARACTER: Most of all, PING LACSON was an officer and is a gentleman who can deal with anybody, from the ordinary man in the streets (his father was a jeepney driver) to the highest officials of foreign governments in the most dignified manner.

Let us tell everyone - our families, our relatives and friends and their relatives and friends, and educate first time voters - what leadership the good senator can bring to this country once elected.
