Reporma Members in Aklan, Antique Throw Support Behind Lacson-Sotto

April 20, 2022 - Members of Partido Reporma in Aklan and Antique continue to support the electoral bids of independent presidential aspirant Sen. Panfilo "Ping" M. Lacson, even after he had left the party last March.


Lacson met with members of his former party Tuesday evening following a town hall session in Kalibo, Aklan. The Reporma members had requested the meeting, he said.


"Kaya kami pumunta ng Aklan and Caluya, meron kaming candidates doon, nag-request sila kung pwedeng puntahan ko sila. Ang Reporma (members), they continue to support me. Sabi nila kaya kami nag-Reporma because of you (This is the reason we were scheduled to visit Aklan and Caluya. Some candidates from Reporma asked for our presence. They continue to support me. They told me they joined Reporma because of me)," he said.


He added their support meant much to him, adding it further emboldened him and his vice presidential bet Senate President Vicente "TIto" Sotto III to continue with their campaign until the end.


"No retreat. No surrender. No withdrawal!" Lacson noted.


Last March, Lacson announced he was leaving Reporma after its president, Rep. Pantaleon Alvarez, decided to shift support to another candidate. Many Reporma members at the time bolted the party to stick with Lacson.


On Tuesday, Lacson campaigned in Estancia (Iloilo) and Kalibo (Aklan) while Sotto was in Dumaguete (Negros Oriental). Both are expected to campaign together in Caluya Island in Antique and in Sta. Barbara, Iloilo on Wednesday.


Lacson received a hearty welcome from residents in Estancia, Iloilo upon his arrival there Tuesday morning. He paid a courtesy call to Estancia Mayor Melina Requinto, who he noted is supporting another candidate but referred to him as "President" after he presented to her and local officials his Budget Reform Advocacy for Village Empowerment (BRAVE) program.


"She was even egging the barangay chairmen who were present and majority (who were there)," Lacson noted of the mayor.


In Estancia, Lacson personally thanked his supporters and volunteers who chipped in to help residents affected by floods brought by Tropical Cyclone Agaton


He also detailed how BRAVE - his program of government that ensures funds for local government units from the provincial to the barangay level to get much-needed funds for their priority development projects.


"Yan ang essence ng BRAVE, kayo ang nakakaalam ng needs and priorities (That is the essence of BRAVE. You are the ones who know the needs and priorities of your constituents)," he said.

Lacson on Moreno’s ‘Leni withdraw’ call: I didn’t see it coming


SURIGAO City – Manila Mayor Francisco “Isko Moreno” Domagoso went off script when he called for the withdrawal of Vice President Leni Robredo from the presidential race, taking even Sen. Panfilo Lacson by surprise.


“I didn’t know and I had no idea he would do that”, Lacson told the Inquirer on Sunday night, hours after the Easter Sunday press conference jointly held by the two men, along with a third presidential candidate, former defense chief Norberto Gonzales.


Domagoso’s chief strategist Lito Banayo also confirmed to the Inquirer that the mayor’s appeal to Robredo to drop out of the race “was not a team call but an off-the-cuff comment.”


But while Lacson didn’t join Domagoso’s call, he said he didn’t feel malice in the Manila mayor’s impromptu comments, which changed the tone of Sunday’s event from a united stand to outright hostility against the vice president, currently ranked second in pre-election surveys behind front-runner Ferdinand Marcos Jr.


“In fairness to Mayor Isko, he made it clear that the ‘withdraw call’ was only his own,” Lacson said in Viber messages.


“I don’t think I was blindsided, or at least it was intentional on the part of Mayor Isko. I think he was carried away by his recollection that VP Robredo earlier asked him to do the ‘supreme sacrifice’ and withdraw,” he added.


The Aksyon Demokratiko standard-bearer had argued that Robredo’s withdrawal would raise the odds of less polarizing candidates winning against Marcos, since the latter’s voting base could be driven by anti-Robredo sentiment.


Banayo said Domagoso had made the remark in response to Gonzales’ argument that Marcos Jr.’s huge lead over Robredo in the latest polls was “more an expression of dislike for VP Leni by the electorate.”


“And since the Leni partisans, including Tim Orbos and his companions called for a ‘supreme sacrifice’ so that [Marcos] Jr. can be defeated, Mayor Isko challenged VP Leni to do that sacrifice and withdraw from the race,” he said, referring to a former leader of the Domagoso volunteer group Ikaw Muna Pilipinas, who had since switched to Robredo.


But Banayo said Domagoso hadn’t merely been caught by the heat of the moment when he made the call.


“No, it was not emotional. As I have been repeatedly saying, the VP has a ceiling beyond which her numbers will not grow, which is basically in sync with what Secretary Gonzales opined. If her intent is to ensure a Marcos defeat, best for her to give way to those who might have a chance to breach her ceiling,” he said.


“Just look at the second choice options and analyze the same, as Secretary Gonzales did,” Banayo said, noting that Domagoso was the top second choice among voters.


Banayo claimed in February that Robredo’s support had a “cap” of only 14-15 percent, but in Pulse Asia’s latest survey in March, the vice president got a 24-percent voter preference to Domagoso’s 8 percent.


Lacson explained how he, Domagoso and Gonzales came to an agreement to hold the press conference.

“It was in that Manila Hotel meeting after a media forum that [Senate President Vicente] Sotto and I attended that he broached the idea of holding a joint prescon. He said he, [Sen. Manny] Pacquiao and former [presidential spokesperson Ernesto] Abella had already agreed and were inviting me and Mayor Isko to join,” Lacson recalled.


“I don’t know who made arrangements with Manila [Peninsula]. My only request was a neutral place to hold the prescon,” he said.


Pacquiao, who sent an advance party, and Abella did not appear at the press conference.

Lacson: Never Too Late to Respect the Filipino Voters


With the campaign period for the May 9 elections nearing the homestretch, it is not too late for candidates to show respect: Respect for one another, respect for the election process, and most importantly, respect for our voters.


Respect for our voters can best be shown by offering them as many choices as possible - which is why my running mate Senate President Sotto and I have made it a point not to ask other candidates to withdraw even as we maintain our stand against negative and baseless personal attacks.


Having said that, there is a whale of a difference between not making personal and baseless attacks and calling out preemptive maneuvers by some camps to have other bets withdraw - if not officially, then by their "operators."


Our country and our people are nearing a critical point in our history. We cannot afford to choose the wrong leader.

Sotto: Upholding the Sovereignty of the Filipino Voters


When Senator Lacson and I signed a joint statement with other Presidential and Vice Presidential candidates, it was to uphold the sovereignty of the Filipino voters as they choose our new leaders on May 9.


Let me reiterate that we - along with the other signatories - committed to serve in the government of whoever among us is chosen; to combine our forces against any attempt to subvert the will of the electorate by limiting their choices; and to continue with our respective campaigns to give our voters the most choices possible.


That said, it is not automatic that we share the views or statements of other candidates on matters outside the joint statement, much less agree to be bound by such views.

Lacson, Sotto to Maintain Focus on Voter Enlightenment in Last Month of Campaign

April 9, 2022 - Enlightening and educating the voters will remain the focus of independent presidential candidate Sen. Panfilo "Ping" M. Lacson and his vice presidential bet Senate President Vicente "Tito" Sotto III in the homestretch of the campaign period.


Lacson said Saturday they will convince Filipino voters to base their choices not on what the surveys dictate but on what they believe are the candidates' qualifications and competence.


"We will continue to educate and enlighten our electorate. Qualification ang tingnan, hindi popularity. Sino ba may kakayahan, sino ang may experience, sino ang may competence and qualification, yan ang piliin nila. Huwag nila isipin boboto nila baka masayang ang boto (Look at qualifications, not popularity. Vote for who has the competence, experience and qualifications and get rid of the mentality that you will waste your votes just because the competent or qualified candidate is not leading in the surveys)," Lacson said at the Pandesal Forum in Quezon City.


He said Filipinos have been suffering for so long because they have failed to elect the most qualified candidates in past elections - and deserve a much needed break via a leadership that will see them through these challenging times.


Lacson also said he and Sotto will continue their approach of directly going to the people through consultations.


"We deserve nothing less. Ang Filipino for the longest time we have suffered. Dapat bigyan ng break. We are offering ourselves with all our competence, qualification, and experience para makabuti ang buhay ng ating kababayan (We deserve nothing less. Filipinos for the longest time have suffered, and need a break. Senate President Sotto and I are offering ourselves with all our competence, qualification and experience to improve the lives of our fellow Filipinos)," he said.


For his part, Sotto said the next Congress may want to look into filing a bill to regulate surveys to counter their undue influence on voters' minds.


Sotto added surveys have not been a guarantee that a "leading" candidate would deliver Filipinos from their poverty and other problems. Thus, he said it is better that voters use their conscience and discernment in choosing their candidates.


"Sa atin, konsensya, kaisipan ng botante. Kahit mag-isa ka bumoto sa taong yan… malinis ang konsensya at kalooban mo (Let your conscience be your guide. Even if you think you are the only one who votes for a certain candidate, you will feel good because you followed your conscience)," he said.


Meanwhile, Lacson and Sotto said they still have much in the tank to keep up with their hectic schedule. Lacson said he will rely on adrenaline and vitamins, while Sotto said he will take vitamins, exercise, and prayers.


But more importantly, Lacson said a clean conscience will help them sustain their campaign.


"Pag malinis ang konsensya mo, magaan ang buhay. Pero kung masama ang plano mo, iba ang purpose mo, palagay ko maski ang taong walang konsensya babagabagin ng konsensya sa gabi (When you have a clean conscience, you will feel much lighter. But if you are scheming and have other agenda, even those without consciences will be bothered when they sleep at night)," he said.

Lacson, Sotto to Emulate National Heroes in Fixing Nation's Woes

April 9, 2022 - National hero Jose Rizal and revolutionary leader Andres Bonifacio will be the models of independent presidential candidate Sen. Panfilo "Ping" M. Lacson and his vice presidential bet Senate President Vicente "Tito" Sotto III in fixing the country's woes.


Lacson and Sotto, who guested at the Pandesal Forum in Quezon City on Araw ng Kagitingan, said both showed courage and sacrificed their lives for the Philippines and the Filipino people.


"Sa akin, nobody can match Jose Rizal kaya siya ang ating national hero. Kung babasahin ang kanyang biography… he sacrificed his life for the Filipino people (To me, no one can match Rizal as my hero. He sacrificed his life for the Filipino people)," said Lacson, who named Rizal as his "hero."


Citing historical accounts, he added Rizal showed his courage, patriotism and loyalty to country by turning around to face the bullets fired at him during his execution.


Sotto, for his part, said his hero is Bonifacio, a revolutionary leader known for his courage and as the "Father of the Philippine Revolution."


Both Lacson and Sotto said they will use their courage, skills and loyalty to country in fixing the ills of the nation should they be elected into office this May.


On the other hand, Lacson feted ordinary Filipinos for their emerging courage in speaking out against the problems that hound them, as shown by those they encounter in their sectoral consultations in the provinces.


"Hindi ganun kasimple ang tanong, from fisherfolk, farmers and the transport sector. Minsan sa mga tanong nila napilitan kaming mag-aral pa para update ang information na alam namin (The questions they pose are not that easy to answer. That is why we are forced to research more to update the information we share with them)," he said.

Why Ping Lacson Over Leni or any other Presidential Candidate: 


Briefly stated:


1.  He is undoubtedly the most qualified and prepared of them all. The debates and fora have proven this over and over again.   

2. He has a stellar track record in public service unblemished by corruption.  He has been the bane of corrupt officials since he became chief PNP in 1998 up to the present.    He is the only Senator who is not afraid of Janet Lim Napoles as he has not availed of his pork barrel since he realized, after his first year as senator, the corruption imbedded in the system, where as little as 20% of the allocated funds actually goes to the intended project.    Saying “no” to P200 million pork every year and scrutinizing the national budget in order to remove insertions that disguise various forms of thievery, to the displeasure of fellow legislators and even the executive; require a mettle no other candidate has displayed. 

3. Given the situation in the world today, where World War 3 is a possibility and where questions of our sovereignty are important; not only as far as national security is concerned, but also as far as food security and environmental protection is concerned; he has the statesmanship, the military training, the experience, the courage and the steadfastness to lead the country through the coming days and years.  At this point in our history and the history of the world, we cannot afford a president who does not have this combination of qualities.  

4. I don’t doubt the good intentions of the other presidential candidates, but I doubt their ability to serve the country and meet the gargantuan requirements necessary to steer us through the perilous waters of the times.  Only Ping has the combination of qualities needed at this point of our history.   He doesn’t have to rely on advisers, many of whom may have questionable intentions, and many of whom do not even have his experience or insight or instinct, in order to arrive at timely and correct decisions.  He has no physical, mental or psychological infirmities that may render him erratic as far as decision making is concerned.    At this point in his life, he has nothing to prove and no more personal ambition.  He has told me in private that the only thing that can be deemed “selfish” in this quest for the presidency is the hope that he can leave behind a legacy of bringing the Philippines to a much better place than when he started as president; a place where Filipinos can hold their heads high and the next generation can hope for a much brighter future.  This can only be done through tough leadership by example; the kind that can stand up to criticism and pressure to “fit in”; the kind of leadership that is willing to stay the course even if it is a very lonely place.  This has been proven by his life; even by the persecution from powerful persons that he has had to suffer because he chose to live by his principles.   

5. A Leni presidency will very likely lead to continuous strife because there will be protests from the Marcos camp.  The cycle of vindictiveness and hate between two warring families should end.   Ping is not a member of a political dynasty.  He is not “hated” by any of the parties.  He has the respect of all candidates.

6. We are staying the course and not giving up the race despite what the surveys report.   We have been going around the country, and the very warm response of the people on the ground belie the so called “survey results”.   There is also a very high percentage of “soft support” for Ping lacson.  This is from 40 to 50% of voters who believe that Ping is the best of the candidates but are just afraid to vote for him because “he will not win.”  “sayang ang boto”. That is such a defeatist attitude.   Then there are also 30% undecided.  We owe it to our people to give them the best alternative up to the very last.  We may still see the awakening of the magma underneath the volcano. Who knows, people may still be jolted by realities and conscience.

Lacson: Reviving MSMEs Key to Addressing Unemployment

April 8, 2022 - Reviving our micro-, small and medium enterprises (MSMEs) should be the government's priority in tackling the problem of unemployment, independent presidential bet Sen. Panfilo "Ping" M. Lacson said.


Lacson pointed out that MSMEs are still recovering from the lockdowns triggered by the pandemic, even as they now face new challenges such as rising costs of fuel.


"Buhayin ang MSME, yan ang biggest source natin of employment. Yan ang unang bumagsak so kailangang buhayin (We should revive our MSMEs, which are the biggest supplier of labor. Our MSMEs should be the first to be revived)," he said in an interview in Bogo, Cebu on Thursday, when asked how he would address the problem if he were elected President.


He noted MSMEs account for 99.5 percent of our enterprises, and 63.2 percent of our labor force.


On Thursday, the Philippine Statistics Authority said the unemployment rate in February was at 6.4 percent. This meant some 3.13 million were unemployed in February 2022.


Lacson said that if he is elected into office, he would ensure easier access for MSMEs to financial assistance. Earlier, he and his vice presidential bet Senate President Vicente "Tito" Sotto III vowed to set up a mechanism for this.


According to Lacson, various government agencies have at least 20 programs including microfinancing and credit facilities, but MSMEs may not be aware of them.


"Iniisip namin ni SP, i-streamline natin (Senate President Sotto and I are thinking of streamlining all this)," he said.


Lacson also said his administration will set up programs for skills matching, such that the basis of employment will be one's skills and not age or "disability."
